MOTION: Recommend that the City Council authorize the City Manager and Clerk of
the Council to execute the attached agreement with Eugene Charles III and Ann
Avery Andres, property owners, for the structure located at 2467 North Riverside

Assistant Planner Orozco provided a presentation which included an overview of the
architectural style and history of the property. Chairperson Christy opened the public
hearing. There were no speakers on the matter and the hearing was closed.

2017-07 and approving Historic Register Categorization No. 2017-06.

Chairperson Christy called for nominations for Chairperson. Commissioner Murashie
nominated Chairperson Christy as Chairperson and the nomination was accepted.
Hearing no further nominations, the nominations were closed without objection.

Chairperson Christy called for nominations for Vice Chairperson. Commissioner Murashie

WORK STUDY SESSION
YMCA PROJECT
Acting Executive Director Neal noted staff is not prepared to present the Study Session
on the YMCA Project and will be continued to a future meeting. Ms. Neal proceeded to
provide a general update on the project adding the item will come to the Commission in
order to receive a Certificate of Appropriateness. Commissioner Rush requested St.
Joseph Health install a plaque on the building recognizing the significant history of the
building.
COMMENTS
STAFF MEMBER COMMENTS
Acting Executive Director Neal:
• Announced Hally Soboleske retired after working for the city for almost 20 years.
• Announced the tentatively scheduled special meetings for September 28 and October
19 in order to address the backlog of applications for designation due to the elimination
of the fee waiver and reduction.
o Principal Planner Carvajal noted the continued success of the Historic
Resources program and uptick in application activity with Mr. Orozco assisting in
processing. There will be cross -training for staff by historic resources
consultant, Leslie Heumann to process future applications.
• Code Enforcement — Historical Properties:
o Announced the development of a special system on city's website in order to
report any work in progress on homes with a special email address and phone
number.

o Noted when the historic French Park district was created there was not a
Chapter 30 in the zoning code and any projects in the district were reviewed by
Planning Commission. Staff will be looking at changing the zoning code to have
the responsibility transferred to the Historic Resources Commission.
o Reported that the historic home on Washington Avenue that burned down did
not come to the Historic Resources Commission as it was a dangerous building
identified by the building official. Staff is working with a consultant on how the
new construction will be processed.
• Award Program for Outstanding Historic Projects — Ms. Neal stated this program was in
effect a couple of years ago and the Commission has the ability to present awards to
those who support or homes that support historic preservation efforts in the community.
Vice Chair Schaefer noted the Commission handled this annually and was
discontinued due to budgetary reasons and was a great program that recognized
historic restoration. Commissioner Rush echoed support of the program with hopes it's
brought back.
• Historic Resources Application Fees — Ms. Neal noted the fee waiver and fee reduction
will end on August 4 adding the city is conducting a fee study on application fees to
review costs for staff time associated with processing applications. Chairperson
Christy encouraged Commissioners to speak to their appointed Councilmembers on
the issue.
8. COMMISSION MEMBER COMMENTS
Commissioner Hardy:
• Invited Commissioners to attend the Heninger Park Summer Street Fair to be held on
Saturday, July 22 from 11:00 a.m. to 3:00 p.m. at the 700 block of South Ross Street.
• Provided a brochure of those who received 2017 Community Building Awards.
Commissioner Hitterdale:
• Thanked homeowners.
• Thanked staff for their efforts.
Commissioner Rush:
• Congratulated homeowners on their designation.
• Inquired on the replacement of Ms. Soboleske. Ms. Neal answered the position will be
filled.
• Opined on exploiting of city history and preservation with no funding for historic
preservation.
• Opined the need for staff to get back to adopting and protecting historically sensitive
neighborhoods.
• Noted the need to be proactive and create more historic districts.
• Inquired on how to place items on the agenda. Ms. Neal answered the bylaws will be
coming to the Commission to amend the dates of the meetings and clarify how to place
items on the agenda at the next meeting.
Commissioner Murashie:
• Commended staff with loss of Executive Director, historic staff person and elimination
of fee waiver/reduction indicating staff has stepped up with influx of last minute
applications and choosing to cross -train staff.
• Thanked the Library staff on the historic workshop lead by Manny Escamilla who did a
wonderful job and encouraged additional workshops.
• Noted the Floral Park neighborhood is continuing to work on obtaining historic district
designation and looks forward to working with staff on it.
• Thanked applicants.

Vice Chair Schaefer:
• Thanked applicants.
• Saddened by the departure of Hally Soboleske noting she did a wonderful job and was
a great resource.
• Echoed Commissioner Murashie noting appreciation of staff and inquired who would
be the primary contact person for historic issues. Ms. Neal answered Melanie
McCann is the contact.
• Requested an update on the old Pacific Symphony building. Ms. Neal answered she
met with owners on several potential uses.
• Echoed Commissioner Rush's comments on new construction in historically sensitive
neighborhoods noting the new home build on a vacant lot in the 1800 block of North
Flower.
• Requested an update on the front yard wall at the corner of Heliotrope & 1gth Streets.
Ms. Neal answered the item will be going to the Planning Commission in the fall for
consideration.
• Requested staff look into his application for designation he submitted two years ago.
Chairperson Christy:
• Thanked staff for all their hard work and taking pride in what they do for the city.
• Noted Ms. Soboleske will be missed and hopes she enjoys her retirement.
• Thanked homeowners.
• Encouraged Commissioners to visit homes that are slated on the registry.
• Thanked Commissioners for re-electing her as Chairperson.

a Special Meeting on Thursday, September 28, 2017 at 4:30 p.m. in the
