HISTORIC PROPERTY PRESERVATION AGREEMENT NO. 2017-14 (Property. 818 North Minter Street — Davies Duplex) MOTION: Recommend that the City Council authorize the City Manager and Clerk of the Council to execute the attached agreement with Minter Properties, LLC, property owner, for the structure located at 818-820 North Minter Street, subject to non - substantive changes approved by the City Manager and City Attorney. C. HISTORIC PROPERTY PRESERVATION AGREEMENT NO. 2017-25 (Property: 903 East Stafford Street — Perry House) MOTION: Recommend that the City Council authorize the City Manager and Clerk of the Council to execute the attached agreement with Andrew L. Planning Technician Flores provided a presentation which included the criteria, project description, and architectural style. Marvelle Riekse, applicant, spoke in support of recommended action. Chairperson Christy opened the public hearing. Gil Salmon noted concern of those purchasing historic homes are not aware of their historic designations or located in a historic district requesting to ask that staff find a route so they are aware; and noted concern on the State allowing accessory dwelling units on historic structures. Mr. Carvajal addressed Mr. Salmon's concerns. Vice Chair Schaefer urged Mr. Salmon to talk to his neighborhood association and noted the draft ordinance is on the city's website and does address historic properties. There were no additional speakers on the matter and the hearing was closed. MOTION: 1. Adopt a resolution approving Historic Resources Commission Application No. 2017-18 and approving Historic Register Categorization No. 2017-17. 2. Recommend that the City Council authorize the City Manager and Clerk of the Council to execute a Mills Act agreement with Marvelle J. Rostine Riekse, subject to non -substantive changes approved by the City Manager and City Attorney. Commissioner Hitterdale noted the first owners owned the Revere House which is a notable item of local history and asked that it be included in the write-up along with the names of the owners. Mr. Carvajal noted staff will continue research to validate information and verify and potentially change the name of the house to the Revere House if it were appropriate. Pamela Schneider, applicant spoke in support of recommended action, provided additional information on the property and noted some of documents she received still list deceased husband. Chairperson Christy opened the public hearing. Discussion ensued on the replacement windows. David Willard spoke indicating he spoke to Mr. Schneider who informed him the windows were replaced with wood windows. There were no additional speakers on the matter and the hearing was closed. AMENDED MOTION: Continue the matter to the next meeting and: 1. Correct paperwork with name on title. 2. Confirm and correct that the windows are wood. 3. Change the name of the home to Davis -Schneider House in memory of Mr. Schneider. Commissioner Rush recommended to add under description for categorization of Key that Hugh J. Lowe was a prominent person in Santa Ana, owned a men's store in Downtown and was a respected merchant. Chairperson Christy requested staff be consistent in classifications. Helen Norton, applicant, spoke in support of recommended action and requested her home be included in the folder of Allison Honer homes located in the Santa Ana Library. Chairperson Christy opened the public hearing. There were no additional speakers on the matter and the hearing was closed. Commissioner Schaefer requested home be renamed Lowe -Norton House. Chair Christy requested that the trees be trimmed in order to view the home and provide an updated photo. Staff noted they will take a photo once the trees are trimmed. MOTION: Adopt a resolution approving Historic Resources Commission Application No. 2017- 24 and approving Historic Register Categorization No. 2017-23 and add the Norton name to the house. Commissioner Hitterdale noted one of the recorded occupants J. Wylie Carlyle was the County Recorder for a number of years and recommended the home be categorized as Key. Recommend that the City Council authorize the City Manager and Clerk of the Council to execute a Mills Act agreement with Benjamin Ramirez and Nicolette Ramirez subject to non -substantive changes approved by the City Manager and City Attorney. MOTION: Hitterdale SECOND: Murashie VOTE: AYES: Christy, Garcia, Hardy, Hitterdale, Murashie, Nguyen, Rush, Schaefer (8) NOES: None (0) ABSTAIN: None (0) ABSENT: None (0) STAFF MEMBER COMMENTS Principal Planner Carvajal: • Thanked Commissioners for their patience in reviewing the 11 items on agenda. • Noted staff is working tirelessly to make back-to-back meetings. • Apologized for the typos adding staff will correct. • Reported 27 properties have been placed on the register since July and are looking at placing an additional 3-5 at the next meeting scheduled for October 26. Staff will be informing homeowners of the remaining 36 applications they will be going for designation the first part of next year. • Noted designations represented various neighborhoods including French Park, Logan, Floral Park, Park Santiago and East Side. COMMISSION MEMBER COMMENTS Commissioner Hardy: • Noted she will identify the number of Queen Anne structures in Heninger Park and report back to the Commission. Commissioner Garcia: • Thanked homeowners who attended and appreciated their comments. • Thanked staff and commissioners. stayed until the end of the meeting and • Inquired if there will be a meeting on November 2. Mr. Carvajal asked Commission keep date as a placeholder and will update Commission. HISTORIC RESOURCES COMMISSION MINUTES 7 OCTOBER 5, 2017 Vice Chair Schaefer: • Commented he will provide Ms. McCann with copies of old advertisements which notes the name of the northern part of Floral Park originally named North Broadway Park; and the southern part of Park Santiago originally named Nobb Hill and the northern section called Oakmont. • Requested staff send Code Enforcement to the home previously owned by the McFadden family on Greenleaf which is completely overgrown and not visible from the street. • Congratulated homeowners noting it says good things about our city. Commissioner Murashie: • Thanked homeowners for their stories and staying throughout the evening. • Thanked staff for all their hard work. • Welcomed Ivan Flores and thanked Ricardo Soto. • Invited all to the Orange County Historical Society event with the Segerstrom Family on October 12, 7:00 p.m. at 2400 North Canal Street, Orange. • Invited all to the Santa Ana Historical Cemetery Tour on Saturday, October 21. Commissioner Rush: • Congratulated homeowners. • Reminded all to attend the inaugural Preserve Orange County gala to be held on November 3, 6:30 p.m. at the Hilbert Museum of California Art at Chapman University which will include a reception and is free to attendees. • Noted he is doing his architectural tour of Downtown Santa Ana on November 4, 2:30 p.m. and depart from the Waffle House sponsored by the Santa Ana Historical Society and can purchase tickets at www.santaanahistory.com • Requested staff inform applicants they will be asked to speak. • Requested staff provide ample notification to the Santa Ana Historical Preservation d Society to salvage parts of the old McFadden Electric building. • Requested prior to issuing a demolition permit for the Santa Ana Elks Lodge, to require the developer, Wermer Development, to photograph the interior and exterior of the building from a historical perspective which will be relocated next year. Commissioner Hitterdale: • Welcomed Ivan Flores and thanked staff for their hard work. • Thanked and congratulated homeowners. Chairperson Christy: • Thanked staff for all their hard work. • Thanked residents for believing in the city and their home and placing on the historic register. • Requested staff check with Commissioners if they would like to receive agenda packet binders or receive electronically. o Commission discussion ensued on the agenda packets. Consensus was to continue delivering agenda packet binders to Commissioners.
