Amend Chapters 18 and 21 of the SAMC Relating to
Medical Marijuana
Chapter 18 Amendments:
Revise definitions and operational standards to be consistent
with Chapter 40 (new Commercial Cannabis ordinance)
Make PBA the approving agency for regulatory safety permits and
ensure consistency with State law
Chapter 21 Amendment to increase gross receipts tax
to 6% (currently 5%) for medical marijuana only

Nov.-Dec. 2017: finalize applications and procedures
Dec. 2017-Jan. 2018: Open registration application period
Existing commercial cannabis businesses who wish to expand activity
at their current location may skip processing time for registration
application
Jan.-Feb. 2018: Open Regulatory Safety Permit (RSP) application
period for 30 days
Mar.-Apr. 2018: Review and score RSP applications using merit-
based criteria
