ATTENDANCE Council members Present Juan Villegas (Chairperson) Jose Solorio (Vice Chair) David Benavides Staff Present: Cynthia Kurtz, Interim City Manager Gerardo Mouet, Executive Director PRCSA Robert Cortez, Deputy City Manager Jeannie Jurado, Community Services Manager Ron Ono, Administrative Services Manager Jorge Garcia, Sr. Management Assistant CMO Enrique Marban, Community Services Supervisor Hiram Uribe, Graphic Designer PUBLIC COMMENTS: o Gil Salmon — Resident of Heninger Park indicated his neighborhood is the densest community in the city and there are no parks. He needs to drive to other communities to visit a park. Heninger Elementary School would be a good joint use opportunity for a park in his community. Can you look into providing a park for the neighborhood? AGENDA ITEMS 1. APPROVAL OF COMMUNITY SERVICES COUNCIL COMMITTEE MINUTES o Community Services Council Committee Minutes of April 24, 2017 was reviewed and approved as presented. o Motion by: Councilmember Benavides Second by: Solorio • Motion approved unanimously. 2. NEW PARK PROJECTS UPDATE o Public Comment on agenda item. • Barbara Lamere — Resident of Windsor Park Neighborhood indicated concern of losing a part of Centennial Park to Rancho Santiago College. The park is heavily used and we need the open space. Youth, Rec. &Comm. Svs. Committee Mtg Page 1 July 24, 2017 13A-3 • Chris Schmidt — Voiced his concern of losing a part of Centennial Park. Deferred Maintenance Improvements are needed in the park. The location of the Adult Education Center is a good location for a Library. • Marcos Rodriguez — It's nice to see a Skate Park in Centennial Park, but he is bullied by the other skaters to get off the skate park. Everyone should be able to use the public skate park. • Luis Ruualcaba — Requested skating elements be included into the park where there is space. • Edwin Ruiz — Need more skating areas in the park. All skaters need to be welcomed not kicked out of the skate park. • Josue Cruz —With Kidworks, indicated there needs to be more skating areas in the city. Dangerous for kids to skate in the streets. o Ron Ono presented the new parks project report, highlighting the completed park projects, park projects under construction, park projects being planned, the long term park planning projects and park projects being proposed for funding from the Bristol sale revenue. • The presentation identified how projects are prioritized and funded. Majority of the projects are being funded by grants and Community Development Block Grant funding, leveraged with Park Acquisition and Development and Cell Tower revenues. Presentation also provided an update on the Centennial Adult Education Center (Land Conversion) and the Standard/McFadden and Bristol Land Exchange. % • Discussion also provided a staff analysis on the proposal to convert Centennial Dan Young Soccer Complex Field #2 into four smaller fields for 7 on 7 play and converting DYSC field #5 & #6 by adding a third field. Staff analysis basically indicated the conversion will make the fields unsafe for players and spectators. • Presentation provided a proposed revised list of projects to be funded from the Bristol property $2 million revenue sale. • Councilmember Benavides indicated we are a dense, park poor city and is grateful on the amount of funding received through grants and park bond funding. Commended staff on the three awards received for the Memory Lane Park design. The councilman was pleased on how the community came out in support of the Roosevelt and Pacific Electric projects that are currently under construction. On the criteria on how projects are funded and prioritized he indicated city council and community feedback is vital. On the Skate Park response he indicated we have a great Skate Park ay Centennial Park. Other cities have smaller skate plazas and possibly look into skating elements at Standard/McFadden or other areas. Requested feedback/analysis on Skate Parks on the next meeting. Youth, Rec. & Comm. Svs. Committee Mtg Page 2 July 24, 2017 13A-4 On the use of CDBG Funds, we need to look at where we can get the most use and development. We need to invest to enhance our facilities. Requested council to consider bring back the skate park analysis. Curious on the amount of funding ($500,000) identified for security cameras. • Cynthia Kurtz (Interim City Manager) indicated there is no rush to decide, we can bring back the list of projects for consideration. ■ Councilman Solorio indicated it was a good job identifying projects city wide. Asked for the total amount needed for deferred maintenance. Asked staff to bring back the non- permanent skate park analysis for downtown and the Plaza of the Flaqs. ■ Cynthia Kurtz indicated we need to develop a Business License agreement for the development of a skate park downtown. The verbal understanding is the Chase's would construct and the City would operate and maintain. Still need to look into the feasibility of access for delivery and trash trucks. • Councilman Solorio indicated we also need to look at other sports needs requested by the community, such as Pony League and Soccer. Need to bring back list of facilities requested by other sports leagues. • Councilman Juan Villegas indicated he heard request for Skate Park at 6th and Lacy. Also if the Skate Park is placed on the Plaza of the Flags, where would you move the homeless? 3. SECURITY CAMERAS IN PARKS UPDATE o Public Comment on agenda item. ® Jose Rea indicated he was pleased to see the Pacific Electric Park Improvements. Also it was great news to hear about the funding for the security lighting on the PE Bike Trail. The P.E. Bike is receiving a lot of use in addition to vandalism at McFadden and Edinger. Reported to council to attend the August 15th Annual Walk-A-Thon. Indicated Madison Neighborhood Association uses Madison Elementary School for their meetings and programs. The first year it cost $40,000 to keep the school open after school. It's great to have a full Joint Use Agreement on Madison School. The first Science Academy 5 week math program was held at the school. Sixty fourth grade students were required to calculate the measurement volume of the garden plots. The school shares the fence/garden with the park and uses the restrooms. Security cameras are needed at Madison Park for children safety. Youth, Rec. & Comm. Svs. Committee Mtg Page 3 July 24, 2017 13A-5 • Abigail Alvarez indicated the need for security cameras at Madison Park. It's been 5 years waiting for security cameras. How much longer do we have to wait? • Chris Schmidt indicated Windsor Park has been asking foe security cameras for two years. Windsor Tennis Court was nicely repaired and within a week it was vandalized. • Thomas Gordon indicated graffiti was reported at EI Salvador Pak and it is still in the park. o Councilmember Benavides asked the question; How will the security cameras make the park safe? • Gerardo Mouet indicated PRCSA funded additional cameras for the park system. The cameras are of a quality type that will be monitored by SAPD. Will provide the tools for SAPD to make arrest. There are on-going drugs, prostitution, alcohol, gambling that occur in the park. The cameras will provide evidence of the illegal activity. Parks are a high priority. Santiago Park has a number of lewd conduct that occurs in the park. o Councilman Benavides understood the cameras will not be actively monitored by SAPD. He also understood the Blue Light equipment is also being recommended for installation. Requested staff provide historical data on the benefits for the cameras. o Councilman Solorio asked if one will be able to have live monitoring of the cameras and are the cameras already in the budget. ® The response to both.questions was "Yes". SAPD will.operate the cameras. This will enable the youth to enjoy the.parks. Because of this technology SAPD will not need as much officers patrolling the parks. o Councilman Juan Villegas asked where the city is on the Park Ranger recruitment. The response was we are waiting for a response from the US Marshall and the use of Jail Personnel. • Councilman indicated we need police patrol in the parks. Everyone still needs to practice safety in parks. We still need lighting for the cameras. MAJOR CITY PRODUCED EVENTS UPDATE o Jeannie Jurado presented the list of events produced by the City of Santa Ana. Indicated 1500 youth and adults attended the Dia de los Ninos on April 22nd. Cinco de Mayo attendance was 160,000 on May 6`h and 71h. July 41h Celebration was 6,500 attendance. Shakespeare at the Park will occur at Birch Park on July 27th at 7:00pm. Fiesta Patrias Festival will occur in Downtown on Sept 16th and 171h. The parade will occur on Sept 17th at 4:00pm. The Downtown merchants requested the entire event be moved away from Downtown. This year it will be held at Main Street between Flower and 5th Streets. The DTSA 5 K Run has grown every year. It will be held on Youth, Rec. & Comm. Svs. Committee Mtg Page 4 July 24, 2017 13A-6 Oct 2151. Run will begin at 8:00am. Plaza Navidena will be held on Nov 18`x' at 5:00pm with Holiday celebration and tree lighting ceremony. Agency needs to focus on core services for youth, seniors and sports/recreation park programming. The City's Cinco de Mayo Event will not be produced due to staff shortage. Working with private event producers to take lead. Will be issuing and RFP for Fiesta 2018. City will coordinate the parade but others will manage the event. Councilman Benavides asked if we are doing and RFP for Cinco de Mayo? • Gerardo Mouet indicated we can do other alternatives and include Cinco de Mayo. City will still continue to produce the other events. 5. DISCUSS CITY/SAUSD JOINT POLICY AGENDA o Staff indicated no date has been set. Still waiting to confirm a date for the meeting. o Councilmember Solorio indicated if we can include the following items on the agenda: • Opportunity for WIFI. • Internship Program • Madison Park Enhanced Joint Use • Madison Park Community Garden o Councilman Benavides indicated it would be helpful if we get together to discuss the agenda items. E-mail the Joint Use minutes to the committee. Would like to see the following on the agenda: • Joint Use (WinlWin) Partnership Lathrop Joint Use Update • Partnership to support youth city wide. 6.
