The October 2017 Capital Improvement Program (CIP) Executive Summary Schedule (Exhibit 1)
provides departmental activity in alignment with the stated goals of the Strategic Plan. The report
includes tasks, next steps, outcomes, and percentage completed for each project. The CIP
Executive Summary Schedule is available on the City's website at:
The following remarks are provided to note significant issues related to CIP projects:
Bristol ImprovementsM/idening (various projects):
Improvements to Bristol Street have been ongoing for approximately 20 years in distinct segments
identified as phases. Phase 3b from Washington to 17th is under construction and is scheduled to be
completed by late 2018. In an effort to minimize the impacts to the adjacent businesses
(McDonald's/Bristol Coalition), staff is currently reviewing the proposed schedule and phasing for the
project while the Contractor installs underground waterline improvements. Staff will also update sign
language and location to accurately reflect project public notice impacts.
Phase 3a and Phase 4 is in the right of way acquisition stage. Staff is currently managing the
completion of acquiring properties for phase 3a and phase 4 which is from Civic Center to
Washington and from Warner to St. Andrew. Construction for those phases are scheduled for
Summer 2018.
The City Council will be receiving various staff reports and requests for authorization to proceed with
related property acquisition and construction activities over the next two to three years while the
identified phases are completed through construction.

Downtown Parking Structures
Staff is reviewing shop drawings and developing a schedule that accounts for special events and
downtown business needs. Staff expects construction to begin at the start of 2018 due to the long
lead times on materials. Staff recognizes this is a high priority project, therefore staff will be closely
monitoring and enforce the construction progress.
Warner Industrial Assessment District Roadway Improvements
This project is a public —private -partnership whereby property owners in this area voted to impose
self -assessments to fund approximately 50 percent of the cost of reconstructing publicly owned
streets. Before the street improvements began, the city upgraded the underground utilities.
The street improvement began earlier this year. The Contractor has completed the installation of the
concrete v -gutters and paving of the parking areas within the business district. Staff is now
coordinating with business owners to develop a paving schedule for the roadways within the district.
Construction should be completed by early 2018.
Warner Improvements/Widening (various projects)
Warner Avenue Improvements Phase 1 from Main Street to Oak Street commenced the acquisition
process in August 2017 and staff anticipates completion by spring 2019. This past October 2017, the
City applied for the construction funding for Phase 1 and right of way funding for Phase 2A (Oak to
Standard) and Phase 2B (Standard to Grand) through OCTA's Comprehensive Transportation
Funding Program (CTFP). The OCTA board will review and announce the awarded projects in
Spring 2019. PWA staff attended the Delhi neighborhood meeting on October 24, 2017, to provide
the updates for Warner Avenue corridor improvements. Staff will coordinate with the City Manager's
office additional meetings with the neighborhoods along the project as needed.
OC Streetcar Status
The final design plans for the OC Streetcar have been submitted to City staff and are currently under
final review. OCTA anticipates advertising the project for construction bids and opening the bids
early 2018. Construction is slated to begin late summer 2018.
STRATEGIC PLAN ALIGNMENT
This item supports the City's efforts to meet Goal #5 - Community Health, Livability, Engagement &
Sustainability, Objective #1 (establish a comprehensive community engagement initiative to expand
access to information and create opportunities for stakeholders to play an active role in discussing
public policy and setting priorities).
