On September 5, 2017, the City Council approved the Mobile Vending Ordinance and directed staff to develop a strategy to promote mobile food vending by providing mobile vending islands as well as dedicated on -street parking spaces for -rent. The establishment of dedicated on -street parking spaces and islands for mobile vending would help reduce the need for generators by offering environmentally -friendly options for these uses. - �_' Staff is surveying current conditions and has begun review of current use of the public vending sites. The results of the work are summarized below. Compliance with the New Ordinance and Survey of Existing Uses The City has initiated enforcement efforts with an outreach phase to ensure stakeholders are aware of the new ordinance and the necessary steps to ensure compliance. Staff conducted a city-wide survey to document existing mobile vending locations for the purpose of assessing the impact of the ordinance on existing mobile vendors as well as to identify potential areas for mobile vending on -street parking spaces that could provide electrical power. The proximity to intersections, schools/parks, other mobile vending vehicles and streetlights was also noted. Mobile Vending On -Street Spaces At the City Council direction, staff began evaluating the use electrical power as alternatives to generators in existing on -stn Most of the streetlights in Santa Ana are currently owned by City. The City is currently negotiating with Southern California 19G-1 streetlights modified to provide parking spaces. *n California Edison, not the to purchase the streetlights. Update on Implementation of Mobile Vending Ordinance November 21, 2017 Page 2 Once the City takes ownership, possibly in spring 2018, the streetlights could be modified to include outlets and meters for use by street vendors for a fee. In considering rental of on -street parking spaces and power to mobile vendors, possible impacts on surrounding brick and mortar businesses must also be considered. Mobile Vending Islands Staff has identified City -owned properties for possible use as mobile vending islands and is currently developing design and operational guidelines. Although common in cities like Portland and Sacramento, the City Zoning Ordinance does not permit permanent mobile vending islands on private property. As a result, any discussion on mobile vending islands on private property must include a zoning text amendment. Mobile vending islands could be permitted through the use of Land Use Certificates (LUCs) and/or Conditional Use Permits (CUPs). A separate mobile vending island permit that authorizes the operation of more than two food vending vehicles on the subject property at the same time could be considered. Next Steps • Complete development of design and operational standards. • Cost analysis for development of potential mobile vending islands and mobile vending on - street parking spaces • Establishment of mobile vending island permits. • Identify potential City -owned sites for mobile vending islands and on -street parking spaces. Staff will provide the City Council with a further update in February 2018. STRATEGIC PLAN ALIGNMENT Approval of this item supports the City's efforts to meet Goal #5 — Community Health, Livability, Engagement and Sustainability, Objective #4 (Support neighborhood vitality and livability).
