1. Authorize a one-time purchase and payment of purchase order to Culver -Newlin for the
purchase of classroom training furniture in the total amount of $196,511; and increase the.
aggregate limit for miscellaneous purchases in an amount not to exceed $25,000 annually,
subject to non -substantive changes approved by the City Manager and City Attorney.
Authorize a one-time purchase and payment of purchase order to Apple, Inc. for the
purchase of desktop computers, laptops and video editing software in the total amount of
$74,356; and increase the aggregate limit for miscellaneous purchases in an amount not
to exceed $25,000 annually, subject to non -substantive changes approved by the City
Manager and City Attorney.
DISCUSSION
On June 20, 2011, the City Council adopted a resolution authorizing staff to apply for a
Proposition 84 "Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal
Protection Bond Act" grant. The City was awarded the grant in the amount of $5 million to
develop park improvements at Roosevelt Elementary School. Part of the funding is to.construct a
new community center.
The Roosevelt -Walker Community Center, a 10,000 square foot building will complete
construction in February 2018 and will provide services to local students and residents. As part of
the City's community outreach efforts to enhance recreational facilities and programs, the City
entered into a joint use agreement with the Santa Ana Unified School District for the construction

and use of the community center on Roosevelt Elementary School grounds. Fully -equipped, the
Roosevelt -Walker center will provide services to students and residents with access to
professionally equipped computer labs where patrons will learn about video production, editing,
and broadcast. Additionally, programs and classes will be.offered in the multi-purpose room and
teen room, which will serve the community a variety of workshops and programs to enhance the
quality of life.
In order to facilitate these services and programs and complete the full utilization of the rooms,
the Parks, Recreation and Community Services Agency will fully equip five rooms of the
community center with furniture and computer equipment. The rooms include a Computer Lab,
Multi -Purpose Room, E -Library, Teen Room, and Lobby. The computer facilities will require
computer equipment and video editing software. Computer desks, chairs, tables, freestanding
storage and workstations are being purchased in order to provide a high functioning training
environment. In addition, the center will assist in the production of essential content for Santa
Ana's Government TV station CTV-3.
The classroom training furniture and computer equipment will be acquired utilizing two methods
of procurement; cooperative contract purchasing and sole source. Staff recommends the
approval of the recommended actions.
Classroom training furniture:
Santa Ana City Ordinance No. NS -2312 authorizes the City to purchase against contracts from
any public agency utilizing a competitive bid process. Culver -Newlin is an authorized Kimball
Office Furniture Dealer offering the National Intergovernmental Purchasing Alliance (National
IPA) cooperative contract for classroom/training furniture and the contract was awarded as a
result of open, competitive bidding and meets the City's requirement.
Additionally, Culver -Newlin provides ergonomic seating, desks, modular furniture and space
planning to various departments. The purchase of the furniture items for the Roosevelt -Walker
Center, when combined with citywide purchases during the current fiscal year, will exceed the
$25,000 aggregate limit. In order to facilitate continued purchases, staff recommends an increase
to the aggregate limit.
Computer equipment:
Apple, Inc. provides the industry standard for professional digital video editing software as well as
a streamlined and efficient operating system. By purchasing direct from Apple, Inc., the City is
able to take advantage of a program that offers special government pricing for state and local
government agencies.
Additionally, Apple, Inc. provides computers, laptops and accessories to various departments.
The purchase of the computer items for the Roosevelt -Walker Center, when combined with
citywide purchases during the current fiscal year, will exceed the $25,000 aggregate limit. In
order to facilitate continued purchases, staff recommends an increase to the aggregate limit.

Approval of this item allows the City to meet Goal # 2 — Youth, Education, Recreation, Objective
#3 (Expand use of technology as a tool for communication and education in the community),
Strategy D (Leverage the Roosevelt/Walker Prop 84 funding to ensure the new community center
also serves as a Library with a focus on electronic media such as eBooks, Internet, and remote
check-out services from the Main Library).
FISCAL IMPACT
Funds in the amount of $270,867 are available in FY 2017-18 CATV Capital Support (PEG)
account (02113200 -various).
