Adopt a Resolution that amends the Fiscal Year 2017-18 Annual Budget to add two full-time
Maintenance Assistant positions to the Parks, Recreation and Community Services Agency.
DISCUSSION
The City of Santa Ana Parks, Recreation and Community Services Agency ("the Agency") strives
to maintain public properties and the Civic Center grounds in an attractive, safe and clean
condition. The grounds are maintained on a daily basis through various maintenance tasks (e.g.,
mowing, landscaping, trash pick-up, repairs, fountain maintenance and power washing) as well
as the collection of unattended property in the Civic Center area. These items must be bagged,
tagged, and transported for temporary storage and retrieval.
In order to closely manage and facilitate this process and in light of recent litigation, the Executive
Director of Parks, Recreation and Community Services is requesting the addition of two
Maintenance Assistant positions. These additional positions will be responsible for the process of
posting and/or distributing pre and post collection notices, collecting unattended property, and
properly tagging and storing unattended property found in the Civic Center. Additionally, job
duties will include the management of the stored property and responding to requests to retrieve
property in accordance with the City's policy. These staff members will be trained to quickly and
competently respond to health and safety concerns regarding conditions in the Civic Center on
weekdays and weekends. They will coordinate with the Santa Ana Police Department, the
pavement cleaning contractor and the landscape contractor regarding the collection of
unattended property to ensure adherence to City policies and ensure that the contractors are able
to perform their duties. Some general maintenance work may be completed by these individuals
on an as -needed basis.
The Agency is reallocating funds within the Civic Center Authority Maintenance budget to fund
these positions.

Approval of this item supports the City's efforts to meet Goal #1 — Community Safety, and Goal
#5 — Health, Livability, Engagement & Sustainability.
FISCAL IMPACT
Funding for the two new full-time Maintenance Assistant positions will be reallocated from the
part-time salary and benefits accounts (07413250-61000 various) and the maintenance & repair
building & ground contractual services account (07413250-62320) to the full-time salary and
benefits accounts (07413250-61000 various) in the Civic Center Authority Maintenance Budget.
Actual cost will depend on the starting salary step level and medical insurance coverage in which
the employee enrolls. Total annual cost of the two positions can vary from $120,439 to 192,160.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA TO AMEND THE CURRENT ANNUAL BUDGET
TO ADD TWO MAINTENANCE ASSISTANT POSITIONS IN
THE PARKS, RECREATION, AND COMMUNITY SERVICES
AGENCY.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS
FOLLOWS:
Section 1: The City Council hereby finds, determines and declares as follows:
A. On July 5, 2017, the City Council passed and adopted Ordinance No.
NS -2919, establishing the City's Budget and authorizing position
allocations for Fiscal Year 2017-2018. The Ordinance also sets forth the
requirement that alterations in the allocation of authorized positions be
reviewed and approved by the City Council.
B. The Executive Director of the Parks, Recreation, and Community Services
Agency proposes adding two full-time positions; Maintenance Assistants
to the Parks, Recreation, and Community Services Agency budget as
representatives who will be dedicated and responsible for the pick-up of
abandoned property in the Civic Center. It is requested to use part-time
position funding to fund these two full-time positions.
C. It is now desired to amend the Budget for Fiscal Year 2017-2018, as
amended, in order to effect this change, as shown below:
Section 2: Amend the City's Annual Budget for Fiscal Year 2017-2018, as
amended, to add two full time Maintenance Assistant positions in the Parks, Recreation
and Community Services Agency, at the monthly seven -step salary rate range as
indicated:
