HomeMy WebLinkAbout2018-002 - Federal Transportation Improvement Programjmf 12/21/17 RESOLUTION NO. 2018-002 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA CERTIFYING THAT THE CITY HAS THE RESOURCES TO FUND THE PROJECTS IN THE 2019 FEDERAL TRANSPORTATION IMPROVEMENT PROGRAM AND AFFIRMING THE CITY'S COMMITMENT TO IMPLEMENT ALL PROJECTS IN THE PROGRAM BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1. The City Council of the City of Santa Ana hereby finds, determines, and declares as follows: A. The City of Santa Ana is located within the six -county metropolitan planning boundaries of the Southern California Association of Governments ("SCAG"). B. SCAG is required under both federal and state law to develop a Federal Transportation Improvement Program ("FTIP") for this region in partnership with the six respective county transportation commissions, including the Orange County Transportation Authority, which administers the FTIP in Orange County. The FTIP is a comprehensive listing of all surface transportation projects proposed over a six-year period that will receive federal funding or are subject to a federally required action. C. The City Council has authorized project submittals to the Orange County Transportation Authority for inclusion in the FTIP, where the City is the lead agency for such projects and will comply with applicable local, state, and federal provisions, including but not limited to the Federal Transportation Improvement Program, California Environmental Quality Act, National Environmental Policy Act, Americans with Disabilities Act, and Buy America. D. All local agency projects must be carried over to the 2019 FTIP if they will be completed after 2017. E. The City agrees to construct Transportation Control Measures projects where applicable. Section 2. The City Council of the City of Santa Ana hereby certifies that the City has the resources to fund the projects submitted in the 2019 Federal Transportation Improvement Program and affirms the City's commitment to implement these projects, which are as follows: Resolution No. 2018-002 Page 1 of 3 CITY OCTA •.
