Applicant: Yo! Sushi)
Legal notice published in the Orange County Reporter on February 9, 2016 and
notices mailed February 10, 2016.
A project overview was provided by Ivan Orozco, Assistant Planner I. Vice Chairman
Mill opened the public hearing. The applicant was available to answer questions
and spoke in support of the project. Written communication from Tom Lutz,
representing the Washington Square Neighborhood Association, stated support for
the project. The commission questioned the status of the current signage, which is
out of compliance with city code and discussed approval of the conditional use
permit contingent upon compliance with signage requirements.
AMENDED MOTION: Adopt a resolution approving Conditional Use Permit No.
2016-01, with the added condition that approval of conditional use permit be
contingent upon compliance with current signage requirements.

WORK STUDY SESSION
PLANNING DIVISION WORK PLAN
Planning Manager Candida Neal provided a PowerPoint presentation of the
upcoming changes related to streamlined processes and timelines, reformatting
and digitizing of information for public use, increase in division staffing, in-house
General Plan updates, as well as comprehensive updates to the Transit Zoning
code, Metro East Mixed -Use Overlay Zone and historic preservation.

Candida Neal
Provided a response to Commissioner Bacerra's inquiry about Planning
Commissioners' emails being removed from the city's website, citing a case held
in the Supreme Court in San Jose regarding public records of personal emails
used to conduct city business. At the discretion of the City Attorney, the email
addresses were removed from the website.

6. PLANNING COMMISSION MEMBER COMMENTS
Commissioner Bacerra
Shared that the Orange County Transit Authority (OCTA) adopted the revised
bus program in which two Santa Ana bus routes were proposed for elimination
and replacement with a circular route. However, the OCTA Board voted to
maintain the two existing bus routes.
Informed that OCTA will be studying the Central Harbor Boulevard study that
would affect Santa Ana's future streetcar route. Two meetings are proposed, one
in Fullerton on February 23 and the other on February 25 at 5pm. Commissioner
Bacerra encouraged all to attend one of those informational meetings.
ADJOURNED 6:13 P.M. - The next meeting of the Planning Commission was
adjourned to Monday, March 28, 2016 at 5:30 p.m. in the Council
Chamber, 22 Civic Center Plaza, Santa Ana, California.
