90.A. PUBLIC COMMENTS
Oscar Garza raised concerns about an increase in the number of cruisers
in the McDonald's parking lot and that he has not had an adequate
response from the Police Department; Steve McGuigan expressed
concern that the Renaissance Plan is an example of spot development,
and he also suggested that the City should not consider any guided
system in its transit plans; Don Taylor reported that there are problems
with traffic flow and parking at MacArthur and Raitt associated with
Greenville School

WORK STUDY SESSIONS
W.S.A.Review and discussion of Transit Master Plan including reuse of Pacific
Electric Right of Way, and "Go Local" Program, and related transit-
oriented development opportunities
A review of the City's Transit Master Plan was presented by Jim Ross,
Executive Director, Public Works Agency; highlights of this presentation
are as follows:
Review of OCTA Go Local Program
Expansion of the existing Metrolink service to become the
backbone of the County's transit system
Implementation of the Bus Rapid Transit (BRT) along Harbor
Blvd., 1ih and Bristol Streets
Improve access to/from Metrolink - expanded service in 2009
Connect key activity centers and areas of high population and
employment
City-initiated proposals
5-10 year implementation
Three components:
Modern Streetcar: Santa Ana Regional Transportation
Center (SARTC) to Civic Center, with extensions to N.
Main (City Place) and Metro East
Development of PE Right-of-Way to State Route 22 (SR-
22) with streetcar fixed guideway system, mixed flow
lanes and potential future high speed train
SARTC expansion to regional hub

Construct a new connector from SR-22 for mixed flow lanes and
HOV
Extend 1 ih Street BRT and streetcar fixed guideway system
Potential future high speed train
Santa Ana's Transit Vision includes making Santa Ana a transit hub
Connect the Santa Ana Rail Transit Center (SARTC) on east!
PE Right-of-Way on west
Link Metrolink, Civic Center, Downtown, SR-22
Provide transfer access to Santa Ana College, South Coast
Metro, John Wayne Airport, neighborhoods, region
Support Transit Oriented Development
Santa Ana's next steps
Submit six-month Go Local Project Concept Report to OCTA
Submit final Go Local Project Concept Report to OCTA
Prepare application for Go Local
Develop project concept components
Following this presentation, Council discussion ensued; members
expressed support for the proposed City's Transit Vision
W.S.B.Review and discussion of highlights of Renaissance Plan and outreach
efforts and schedule
A review of the proposed Renaissance Plan was presented by Jay
Trevino, Executive Director, Planning and Building Agency; highlights of
this presentation are as follows:
The Renaissance Specific Plan provides policy and regulatory
framework and translates the community vision into goals, policy-
initiatives, regulations and standards
Goals:
Make the City's core competitive in the region
Stabilize neighborhoods
Capitalize on transit opportunities
Transform the City's core into Orange County's downtown
Maximize public parking including park-once district public
garages and on-street parking
Expand restaurant and retail activity
Create a variety of housing
Restore historic buildings
Maintain existing scale
First Street Corridor:
I mprove image and character
Maintain pedestrian-friendly city-wide connector
Enable development compatible with adjacent neighborhoods
