3. When will your next General Plan update occur? We have embarked on a comprehensive General Plan Update
which will include a new Historic Preservation Element to affirm Santa Ana’s commitment to
preservation. This update includes extensive outreach to the community. A draft of goals and policies
is anticipated to be complete at the end of 2018.
D. Review Responsibilities
1. Who takes responsibility for design review or Certificates of Appropriateness?
☐ All projects subject to design review go the commission.
☒ Some projects are reviewed at the staff level without commission review. What is the threshold between staff-only
review and full-commission review? Like-for-like changes can be reviewed administratively, as well as minor
modifications on a non-primary elevation such as signs, exterior lighting, and restoration. All other
projects require commission approval.

2. California Environmental Quality Act
• What is the role of the staff and commission in providing input to CEQA documents prepared for or by the local
government? If the CEQA document involves a historic resource, it will be presented to the Historic
Resources Commission for their input.
What is the role of the staff and commission in reviewing CEQA documents for projects that are proposed within the
jurisdiction of the local government? Any CEQA document for projects within the jurisdiction of the local
government is brought to the Historic Resources Commission in the form of a Study Session and to
receive their input.
3. Section 106 of the National Historic Preservation Act
• What is the role of the staff and commission in providing input to Section 106 documents prepared for or by; the local
government? Staff prepares Section 106 documents and if any historic structures may be affected, the
document will be brought to the Historic Resources Commission for input.
• What is the role of the staff and commission in reviewing Section 106 documents for projects that are proposed within
the jurisdiction of the local government? The Historic Resources Commission staff person prepares
Section 106 documents for the City, and if any historic resource may be affected, the Historic
Resources Commission is notified.

VII. In addition to the minimum CLG requirements, OHP is interested in a Summary of Local Preservation Programs
A. What are your most critical preservation planning issues? Preparing context statements and new surveys. .
B. What is the single accomplishment of your local government this year that has done the most to further preservation in
your community? Reduction in historic preservation fees (self-nomination and Mills Act contracts)
through August 2017..
C. What recognition are you providing for successful preservation projects or programs? During this reporting period,
the City of Santa Ana’s historic downtown was named as one of APA’s ‘Great Neighborhoods’. Due in
large part to the early preservation efforts conducted by the City.
D. How did you meet or not meet the goals identified in your annual report for last year? N/A
E. What are your local historic preservation goals for 2017-2018? Some of the goals include completing the backlog
of current Historic Register Listing and Mills Act Applications, reinstate the annual historic
preservation awards, create guidelines for neighborhoods to pursue historic district designation, create
interactive GIS historic resource map, reevaluate Mills Act Program, and draft goals and policies for a
General Plan Historic Preservation Element.
F. So that we may better serve you in the future, are there specific areas and/or issues with which you could use technical
assistance from OHP? Referral list of artisans/craftsmen in the restoration field for various restoration and
rehabilitation projects..

like to fully explain my qualifications and experience. o.
I moved to Santa Ana in December 2011 because I wanted to own a historic home. So after touring and
becoming familiar with Fullerton, Orange, Anaheim and Santa Ana, I chose Santa Ana and moved my
engineering consulting company, ProEngineered Solutions LLC, to the Floral Park Neighborhood.
I bought a 1937 home which needed considerable work. I hired a general contractor but reviewed the
home with an architect and geologist to scope the entire project. Since I own my own company and had
flexible hours, I had the time to interview, select and work with the hardwood floor and window
restoration companies, the stucco team and painters. In total over $150K was spent on restoring the
650K house.
When I first bought the house I contacted Hally Soboleske in the Planning Department about being listed
in the Historic Registry. I was told the house had been surveyed in 2002 and was found ineligible. I did
not let that deter me and I continued to restore the home. In September I approached Hally again and
showed her the work that had been done. She responded by saying "I can see that you have put a lot of
time and love into your house. It shows, and it is beautiful. I absolutely support the historic designation
of your home to the Santa Ana Register of Historical Properties and I applaud all your efforts to restore it
to original." I then worked with Hally by researching the home, filling out the applications and writing
some of the final documents.
I am a historic preservation advocate and even though I have no formal training in historic preservation
other than the three Historic Resources Commission training sessions, I have gone through the entire
process of buying a ineligible home, restoring it and going through the paperwork application process.
That hands -on experience would give tremendous insight regarding the preservation of historic homes
and application process itself. 1 regularly attend the Historic Resources Commission Meetings, have
spoken at the meetings about restoration costs and resources and know half of the committee members
outside of the meetings.
I recently represented Floral Park at a meeting called by Mary Thornton, of Wilshire Square, with the
Public Works Department and other neighborhood leaders. The city was planning on replacing many of
Wilshire Squares' historic concrete streets with asphalt. The outcome of the meeting is that city will
review the streets in the historic neighborhoods and, with the approval of the neighborhood majority,
will replace damage concrete panels with new concrete ones. This was a win for historic preservation
because up to that point the city was only considering asphalt replacement. I think one of the strong
arguments was my holding up the City of Santa Ana Historic Preservation packet and explained how the
city is trying to extend its preservation efforts by making such material available and lower the cost of
obtaining the Mills Act.
So in summary I think I would make a good asset to the Historical Resources Commission and would
promote the Historical Registry and Mills Act throughout the city.

Park Neighborhood is also interested in becoming a historic district and a workshop has
been scheduled.

Candida Neal, Planning Manager, spoke on options on a dedicated zone to place, save
and move historic structures slated for demolition. She proceeded to discuss the
ordinance and requirements in place and discussed the potential option of moving to the
Heritage Museum of Orange County noting homes would no longer be residential
structure but be incorporated into the museum. Discussed another option the City of
Pomona used of using a remnant parcel adjacent to an existing historic district and use
remained residential, and options of placement on an existing lot, city -owned parcels,
or moved outside the city. Ms. Neal commented staff would like to have policies in
place when preparing the Historic Preservation Element.

15. GENERAL PLAN UPDATE OVERVIEW
Verny Carvajal, Senior Planner, provided a status report on the General Plan Update
which is long-term blueprint for the City's vision of the future. He shared short video on
the General Plan which discussed the various elements to be included in the plan. Mr.
Carvajal further provided a summary of Community Outreach strategy including the
Executive Summary that summarizes the community input, noted there was a youth -
based summer program, and spoke on the urban design and historic preservation
elements and provided a link to access the community access report at
www.santaana.org/generalplan.

Property Preservation Agreement and waiving the fees for the private party nomination to

Act Agreement) by 50 percent and waive the application fee for the private party

2. DISCUSSION REGARDING VIEW CORRIDORS AS THEY PERTAIN TO HISTORIC
STRUCTURES.
Planning Manager Neal provided an overview of the Mills Act Agreement requirements.
Stated that staff has interpreted "view of corridor" as character defining features visible
from the street right-of-way; asked the Commission for their definition "view of corridor."
After lengthy discussion, the Commission agreed that "view of corridor' shall mean:
A view corridor enabling the general public to see the Historic Property from the
public right of -way shall be maintained and Owner shall not be permitted to block
the view to the property with any new structure such as walls, fences,
shrubbery/landscape, so as to prevent the viewing of the historic landmark to the
public.
Commission further agreed that:
A violation of the Mills Act Agreement shall occur if the individual defining
characteristics of the property listed in the agreement are blocked.
The view may be diminished but not completely blocked.
The term "view corridor' should be changed to "view shed."
The following public comments were received:
Evangeline Gawronski spoke about code enforcement issues; provided her
definition of "view of corridor."
Bobbi Keenan inquired about the consequences of Mills Act Agreement violations;
opined that City should not allow fence height to exceed 36 inches.

WORK STUDY SESSION
YMCA PROJECT
Acting Executive Director Neal noted staff is not prepared to present the Study Session
on the YMCA Project and will be continued to a future meeting. Ms. Neal proceeded to
provide a general update on the project adding the item will come to the Commission in
order to receive a Certificate of Appropriateness. Commissioner Rush requested St.
Joseph Health install a plaque on the building recognizing the significant history of the
building.

Acting Executive Director Neal:
Announced Hally Soboleske retired after working for the city for almost 20 years.
Announced the tentatively scheduled special meetings for September 28 and October
19 in order to address the backlog of applications for designation due to the elimination
of the fee waiver and reduction.
o Principal Planner Carvajal noted the continued success of the Historic
Resources program and uptick in application activity with Mr. Orozco assisting in
processing. There will be cross -training for staff by historic resources
consultant, Leslie Heumann to process future applications.
Code Enforcement — Historical Properties:
o Announced the development of a special system on city's website in order to
report any work in progress on homes with a special email address and phone
number.

o Noted when the historic French Park district was created there was not a
Chapter 30 in the zoning code and any projects in the district were reviewed by
Planning Commission. Staff will be looking at changing the zoning code to have
the responsibility transferred to the Historic Resources Commission.
o Reported that the historic home on Washington Avenue that burned down did
not come to the Historic Resources Commission as it was a dangerous building
identified by the building official. Staff is working with a consultant on how the
new construction will be processed.
Award Program for Outstanding Historic Projects — Ms. Neal stated this program was in
effect a couple of years ago and the Commission has the ability to present awards to
those who support or homes that support historic preservation efforts in the community.
Vice Chair Schaefer noted the Commission handled this annually and was
discontinued due to budgetary reasons and was a great program that recognized
historic restoration. Commissioner Rush echoed support of the program with hopes it's
brought back.
Historic Resources Application Fees — Ms. Neal noted the fee waiver and fee reduction
will end on August 4 adding the city is conducting a fee study on application fees to
review costs for staff time associated with processing applications. Chairperson
Christy encouraged Commissioners to speak to their appointed Councilmembers on
the issue.

Commissioner Hardy:
Invited Commissioners to attend the Heninger Park Summer Street Fair to be held on
Saturday, July 22 from 11:00 a.m. to 3:00 p.m. at the 700 block of South Ross Street.
Provided a brochure of those who received 2017 Community Building Awards.
Commissioner Hitterdale:
Thanked homeowners.
Thanked staff for their efforts.
Commissioner Rush:
Congratulated homeowners on their designation.
Inquired on the replacement of Ms. Soboleske. Ms. Neal answered the position will be
filled.
Opined on exploiting of city history and preservation with no funding for historic
preservation.
Opined the need for staff to get back to adopting and protecting historically sensitive
neighborhoods.
Noted the need to be proactive and create more historic districts.
Inquired on how to place items on the agenda. Ms. Neal answered the bylaws will be
coming to the Commission to amend the dates of the meetings and clarify how to place
items on the agenda at the next meeting.
Commissioner Murashie:
Commended staff with loss of Executive Director, historic staff person and elimination
of fee waiver/reduction indicating staff has stepped up with influx of last minute
applications and choosing to cross -train staff.
Thanked the Library staff on the historic workshop lead by Manny Escamilla who did a
wonderful job and encouraged additional workshops.
Noted the Floral Park neighborhood is continuing to work on obtaining historic district
designation and looks forward to working with staff on it.

Requested an update on the old Pacific Symphony building. Ms. Neal answered she
met with owners on several potential uses.
Echoed Commissioner Rush's comments on new construction in historically sensitive
neighborhoods noting the new home build on a vacant lot in the 1800 block of North
Flower.
Requested an update on the front yard wall at the corner of Heliotrope & 1gth Streets.
Ms. Neal answered the item will be going to the Planning Commission in the fall for
consideration.
Requested staff look into his application for designation he submitted two years ago.

2. POLICY DISCUSSION ON MILLS ACT PROGRAM AND HISTORIC RESOURCES
COMMISSION REVIEW AUTHORITY
Acting Executive Director Neal provided an update on the applications received for the
Mills Act agreements, application history for previous years, and reported staff received
77 applications for historic designation and Mills Act agreements, 3 of which were not
eligible for designation. Noted the hiring of a consultant to assist in processing, and
training of staff to have a broader group trained in historic preservation. Reported that
additional meetings have been scheduled for approval of 27 applications in order to
process by December 31 deadline. Noted staff is discussing options on processing the
remainder of applications which may not make the deadline. Staff will keep Commission
updated.

Heninger Park Specific Development and the French Park Specific Development to give
authority of historic review to the Historic Resources Commission for any exterior
modifications to structures. Zoning issues will continue to go to the Planning
Commission.
Announced the city website that lists designated historic properties has been updated
with 651 properties listed, adding the map is in progress of being updated and thanked
Melanie McCann and staff.

Commissioner Hardy:
Noted excited on the ordinance amendment transferring part of the review process
from the Planning Commission to the Historic Resources Commission.
Commissioner Garcia:
Thanked staff for the great job they are doing processing applications.
Vice Chair Schaefer:
Thanked staff for their work on processing applications and wished staff good luck on
finding a replacement for Ms. Soboleske.
Requested staff email the link to the web site that lists the historic properties.
Apologized for arriving late.
Commissioner Hitterdale:
Noted appreciation for staff's hard work and efforts during this time of year with difficult
circumstances.
Commissioner Rush:
Noted the fee structure for the historic designations and agreements should be
consistent with long-term commitment.
Suggested staff contact Preserve Orange County, the new preservation organization
for the county, and the Santa Ana Historical Preservation Society to get input on how
the other cities are handling to obtain options for possibly changing the process.
Requested the Award Program for historic preservation projects be reinstated.
Noted he would like to see the roll of the Commission be expanded to give more
authority and extract some concessions from the applicant.
Chairperson Christy:
Read the letter received from Interim City Manager Cynthia Kurtz requesting a meeting
to discuss the accomplishments of the Commission the past year and plans for the
next year which be presented at the beginning of a future Council meeting. She will
contact staff the next week to coordinate putting together a presentation on the path
where the Commission is today and in the future.

Provided an update on the 77 applications for Mills Act Agreements staff received for
2017; noted 27 are scheduled for future meetings including today's meeting. Staff is
looking at bringing 9-10 applications to the October 5 meeting. There will not be a

meeting on October 19 to allow staff additional time working on categorizations; there
will be a meeting on October 26 and possibly November 2 at the latest.
Noted staff sent the link to the existing register of historic properties and wanted to
confirm sure they were able to access.

Encouraged staff to work on the fee study and offered to have Krista Nichols,
Executive Director for Preserve Orange County, contact staff and provide research on
what other cities are charging for Mills Act agreements.
Requested the historic preservation awards be reinstated.
Requested staff look at the issue of the Commission having expanded authority.
Requested a status of Ms. Soboleske's replacement. Mr. Carvajal noted the position in
the comprehensive planning section has been posted and hope to fill position as soon
as possible.
Invited all to attend the inaugural Preserve Orange County gala to be held on
November 3, 5:30 p.m. at the Hilbert Museum of California Art at Chapman University
which will include a reception and is free to attendees.
Commissioner Murashie:
Welcomed Commissioner Nguyen.

Thanked staff for updating properties on the register and placing on the website.
Noted he began visiting various cities to meet with their historical preservationists and
get their point of view; noted they meet quarterly and share information via e-mail;
hopeful can figure out how to improve city's system and lower fees.
Vice Chair Schaefer:
Congratulated homeowners noting two homes are located in Park Santiago, one in
Floral Park and one in Jack Fisher Park and not only in Floral Park.
