REGISTER CRITERIA FOR EVALUATION F C/3 CALIFORNIA REGISTER STATUS CODE 5S3 Location: ❑ Not for Publication ® Unrestricted ❑ Prehistoric ® Historic ❑ Both ARCHITECTURAL STYLE: Minimal Traditional During the Great Depression through the immediate postwar years, the Minimal Traditional home rose in popularity as the preferred style for middle-class housing in the United States. This basic house type fulfilled both aesthetic and social needs: in terms of aesthetics, the form represented a stripped -down version of the historic -eclectic styles popular in the 1920s, in particular the Tudor and English Revival styles. In social terms, the Minimal Traditional home satisfied requirements in square footage and plan by the Federal Housing Administration (FHA), which launched a campaign in this period to expand home ownership. The Minimal Traditional home served as the prototype used by the FHA in its efforts to codify and manufacture "a standard, low-cost, minimum house that the majority of American wage earners could afford" (Greg Hise, Magnetic Los Angeles, p. 57). In a reflection of the Tudor and English Revival styles they mimic, Minimal Traditional homes are typically rectangular in plan and one-story in height, often with a front -gabled wing and prominent attached chimney. In contrast with the preceding styles, the Minimal Traditional home is capped with a low or intermediate pitch roof with a hipped or side gable. Sheathing materials include stucco, brick, or wood, often accompanied by stone veneer accents. Fenestration generally consists of multi -light casement, double -hung, and picture windows with wood frames. The eaves and rakes of the Minimal Traditional home are typically shallow (in a departure from the later Ranch House style, which they often resemble). Although they have little applied ornament, many Minimal Traditional homes display decorative wood shutters and porch -roof supports. By the 1950s, the Minimal Traditional home was replaced by the Ranch House as the style of choice for middle-class housing and large tract -house developments. (McAlester, pp. 476-78). SUMMARY/CONCLUSION: The Molfetto House qualifies for listing in the Santa Ana Register of Historical Properties under Criterion 1, for its exemplification of the distinguishing characteristics of the Minimal Traditional style. Additionally, the house has been categorized as "Contributive" because it "contributes to the overall character and history" of the Park Santiago neighborhood and "is a good example of period architecture," representing the Minimal Traditional style in S.A.M.C. Description: (Describe resource and its major elements. Include design, materials, condition, alterations, size, setting, and boundaries.) Located on the east side of North Poinsettia Street, the building is a one story, single-family residence constructed in the Minimal Traditional style. Irregular in plan, the building primarily has a low -pitch hipped roof with the exception of the attached garage at the north elevation, which has a gabled roof. The roof has little to no eaves, and is clad in contemporary asphalt shingle roofing. The exterior is clad in wide horizontal lapped siding, with a brick chimney at the south elevation. The chimney is an alteration constructed in 1949. The primary entry is a paneled wood door with a Hollywood Regency style metal awning and a simple, Classical surround consisting of fluted pilasters. The west (front) elevation is dominated by two, two -over -two double -hung wood windows with speedline sashes that appear to be original. One of the windows is flanked by decorative wood shutters. The rectangular parcel is landscaped with several mature trees, with lawn and low vegetation at the front setback, and a simple poured concrete driveway that leads to the garage. The building and overall property is in good condition. Despite a one-story addition at the east elevation, the building retains sufficient integrity to convey its original design. *P3b. This house was originally constructed in 1939, and was valued at approximately $3,000, according to the original building permit. The contractor was listed as Roy Russell, who subdivided the Floral Park neighborhood in the 1920s and 1930s. At the time of construction, the property owner was listed as Horace C. Head, although it is unclear if Head ever lived in the building. According to city directories, the first recorded occupant is Michael Molfetto, who lived in the house beginning at some time before 1947, and owned an automobile parking business. According to city directories and building permits, the second recorded owner and occupant is Samuel Dreizen, an attorney and partner of Santa Ana -based law firm Meyer & Dreizen, who occupied the property at some time circa 1947-1949. In 1960, the occupant is recorded as Jerald D. Maxwell, according to voter registration records. However, it has not been determined the length of Maxwell's occupancy. Significance (continued): Santa Ana was founded by William Spurgeon in 1869 as a speculative town site on part of the Spanish land grant known as Rancho Santiago de Santa Ana. The civic and commercial core of the community was centered around the intersection of Main and Fourth Streets. Stimulated by the arrival of the Santa Fe Railroad and incorporation as a city in 1886, and selection as the seat of the newly created County of Orange in 1889, the city grew outwards, with residential neighborhoods developing to the north, south, and east of the city center. Agricultural uses predominated in the outlying areas, with cultivated fields and orchards dotted with widely scattered farmhouses. 1909 North Poinsettia Drive is located in the Park Santiago neighborhood, near the present northern city limits of Santa Ana and substantially north of the original city core. The neighborhood is bounded by Santiago Creek and Park on the north, East Seventeenth Street on the south, North Lincoln Avenue on the east, North Main Street on the west, and the 1-5 freeway on the southwest. In large part, these boundaries reflect the transportation lines that were constructed towards the end of the nineteenth century and at the beginning of the twentieth century, when the Pacific Electric interurban railroad ran up Main Street; the Atchison, Topeka, and Santa Fe tracks followed Lincoln; and the Southern Pacific Railroad right-of-way mirrored the freeway route. This area remained primarily agricultural well into the 1920s. As of 1905, the city directories listed around twenty households on East Santa Clara, Twentieth Street, "C Street (now North Santiago Street), North Bush Street and North Main Avenue, the only streets in the area at the time. The vast majority of the residents were ranchers. By 1911, the number of households had increased to about thirty, and Edgewood Road and Valencia Street had been partially laid out, but most residents continued to list "rancher" or "fruit grower" as their occupation in the city directories. This pattern of land use was evident on the 1912 plat map of the City, which illustrated two small, Craftsman -era subdivisions along Bush north of Santa Clara and on Valencia and Poinsettia south of Twentieth Street, with the remaining area divided into larger agricultural parcels held by approximately forty landowners. While the area east of Santiago Street was not subdivided until after the mid -1920s, most of the present day streets west of Santiago had been laid out when the City was mapped in 1923. Ranching continued to be the most prevalent occupation in the neighborhood, but increasing numbers of professionals, small business owners, merchants, and people in service professions such as painters, electricians, and carpenters made their homes in the western half of the neighborhood during the 1920s and 1930s. The area also attracted several city and county officials, including the City Attorney (Z.B. West, Jr., 321 East Santa Clara Avenue), County Supervisor, First District (C.H. Chapman, 2315 North Santiago Street), County Surveyor (EH. Irwin, 2407 North Santiago Street), and County Auditor (William C. Jerome, 2422 Poinsettia Street). By April 1942, when the Sanborn Company first mapped the western half of the area, most of the lots had been improved with single-family homes, many in the revival styles popular during the 1920s and 1930s. Subsequent development of the eastern half of the neighborhood and infill construction in the western half displayed the simplified ranch style that emerged following World War 11. The Molfetto House qualifies for listing in the Santa Ana Register of Historical Properties under Criterion 1 for its exemplification of the distinguishing characteristics of the Minimal Traditional style. Typical features of this style illustrated by the house include its one-story massing, low -pitch hipped roof, and rectangular form; limited ornamental program; wood - framed double -hung sashes with wood frames and shutters; an entry elaborated with a metal awning and pilasters. Additionally, the house has been categorized as "Contributive" because it is an intact example of a Minimal Traditional residence in the Park Santiago neighborhood, and "is a good example of period architecture." Character -defining exterior features of the Molfetto House that should be preserved include, but may not be limited to roof configuration and detailing, original windows where extant minimal use of applied ornament; architectural details such as the shutters, and elaborated entry surround including awning and pilasters. *612.
