I have always been proud to say that I live and work in Santa Ana, but if we are continued to be treated as second-class citizens to those who reside in Irvine, Laguna, and other such places, my enthusiasm for my city and it's leadership will be greatly diminished. I would dare to say that no one wants the homeless in their neighborhood but that does not seem to be an option. I am a Republican and a former Marine pilot that was stationed at both Tustin Airbase as well as El Toro. I have seen the good and not so good and I am very disappointed at the stance that some of our elected officials have taken. They care more about votes than doing the right thing as they self medicate on their own egos. Homelessness is not going to go away. As everyone has now seen, it is growing at an alarming rate and requires everyone's involvement. The few cities that have been forced to take the lead should not be required to travel alone. I can only hope that the direction you are trying to take this situation is successful and is a result of 100% participation from everyone in the county. Thank you. As a senior citizen I do not feel safe in my home, walking the neighborhood, visiting a park, going to the Civic Center or library because of the huge population of homeless. I relocated last year with my family after living in the San Francisco Area and purchased a home in Santa Ana. We came into this City via my daughter's acceptance into the Orange County School of the Arts where she attends as a freshman. As a resident of Santa Ana I am concerned that the other cities in our great county are refusing to assist in the homeless crisis. Like Irvine, Laguna Niguel, and every other city, our children deserve a safe walk to school. We deserve clean parks and public areas too, and we deserve the same consideration for how the homeless population affects our day-to-day lives. One city should not carry the burden of an entire county yet it seems that Santa Ana residents continue to bear the weight of this problem. My family, after all, chose Santa Ana for OCSA and the charm of the neighborhoods but would be saddened to relocate if the homeless crisis manifested in this community without mutual support from the other cities in this County. I don't understand how the County can turn a blind eye to the fact that land has been set aside specifically for homeless shelters in Irvine at the County owned site of the old EI Toro military base, especially when the people of Santa Ana are living next door to makeshift homeless camps through out the city. I live in the West Floral Park neighborhood, which is bordered by the Santiago Park riverbed. Literally hundreds of homeless people live there. Not only are the conditions under which they live completely inhumane, but it has caused several public health and safety concerns for our residents. Residents and non-residents alike are unable to enjoy the parks with our families (both Santiago and Jack Fischer). We have a higher incidence of crime in our neighborhood, including residential and personal property burglary. I have found used needles in front of my home. I cannot even rent a movie from the Red Box in front of our local 7-11 store 3 blocks away because most times, a homeless person is either sleeping around them or approaching me for money when I have my young children with me. The problem has spilled over into neighboring cities, including Orange. One time at the Ralphs grocery store on Main and Chapman, a homeless person was urinating between my car and another when I came out from the store. Although no one wants the homeless problem in "their backyard", having a designated area to house them and provide the much needed social and health services they need will only improve conditions and property values in Orange County at large by helping to get more homeless help and off the streets. COSTA MESA HAS A FACILITY WITH AVAILABLE BEDS READY FOR OCCUPANCY. THIS IS A REASONABLE TEMPORARY SOLUTION TO HOUSE SOME OF THE HOMELESS THAT WANTS HELP UNTIL A PERMANENT SOLUTION IS AVAILABLE. According to the news reports, there are hundreds and hundreds of empty beds. As we know many do not want help, or to follow or conform to laws & rules of society. They prefer to do drugs and live on the streets. This problem is a virus that was ignored for too long and was allowed to mutate at the Civic Center and the riverbeds. Instead of dealing with the first few, the city and county are now spending MILLIONS of dollars to correct a problem that should have been addressed years ago. Many of these people (the repeat drug offenders and criminals) are better off in Jail than our streets but politicians, like Jerry Brown, care more about emptying our jails than keeping law -biding citizens safe. I am heartened by the fact that you have taken this matter "under your wing" and intend to direct resources where necessary to address these problems. You are, as my mother (and the mother of 12 children) would say, doing "God's work." I write you to emphasize that the City of Santa Ana, and its residents, have shouldered the burden of these problems for far too long. Our City, the center of government in the County, has been the repository of problems that have arisen in all of the 33 cities in this County. The result of the "other cities" depositing their problem onto Santa Ana is clear: our open spaces are impacted to the point that those open spaces are no longer available for our residents. I might add here, that the City of Santa Ana has the lowest amount of open space, per resident, in the State of California (less than half an acre of parkland for every 1,000 residents, according to the City Project — and that was in 2011)! Moreover, and not surprisingly, our children have the highest rate of childhood obesity in the State! Other cities in the County are for more fortunate to have a lot more open space than we do. The City of Irvine, for example, in the top 10 in the nation with the best park system, according to the Trust for Public Land, a nonprofit organization that conducted the study of the 100 largest cities. Thus, the City of Santa Ana has very little open space and the open space that it does have is often occupied by the homeless. The present situation is intolerable. Enough is enough. Our City has provided compassionate resources for all the folks that are out there and the 33 other cities in this County must step up and shoulder their share of the burden for this problem. Please hear my request for fair treatment and action across the county that we all share. I've been a resident of Santa Ana, since I was 6 years old. My family moved here from Wausau, WI for better job opportunities and the wonderful weather. I went up North for college, but once again returned. I had thought about leaving, but I had a pride and loyalty to a city that at one point was the major hub of commerce, trade, transport, and product and that has so much diversity and beauty. It was frustrating and troubling growing up during the virulent gang wars of the 90's, but we've since seen that subside. I remember my intermediate school being shot up and I remember people I went to high school that were shot or killed. More recently, I've also been encouraged, by the resurgence of downtown Santa Ana, and felt hope and optimism in that. Now I'm seeing it worse than it ever was. There's been an influx of homelessness and drug addicts and I'm hearing and reading about the opiod epidemic. I sleep with ears listening and often wake up if I hear something to go look through the window or run outside. I've had friends that have had derecicts deliriously trying to enter their home (they have a baby) as have I (and I do not live in a "bad area" persay.) I've had packages stolen from my front door. I've had shoes or slippers stolen as well. I may have even had mail taken as well, but I'm not positive on that. I've installed security camers and have purchased firearms. I pay my taxes fairly, and I probably pay more than the person next to me. I tip generously, and try to impart positive ripple effects outward and onward into however little or far my sphere of influence can reach. I'm doing everything I can, my part, and I'm doing my civic duty. But I have to ask, what are others doing, what are my peers doing? Not just my neighbor down the street, but my peers and neighbors in neighboring cities. I do not believe it fair for a lower income area to be forced to bear all of the burden and brunt of this epidemic. Arguably, economics and rampant profiteering are at play, both in the cause of what we're seeing with the wealth disparity as well as the opiod epidemic. Of course, this is to the benefit of those in the communities not assisting with the problem and who are instead expecting Santa Ana to be custodians of the problem (without the any recompense.) And this is of course at the expense of everyone in this increasingly "undesirable city" and these "expendable people." In terms of economics, cuttthroat capitalism, greed, maximization of profits at any cost—even human collatoral—has spread and flamed the fires for homelessness. Coupled on top of that, is the opiod epidemic, which one has to ask, who are those prescribing these all -too -convenient panaceas that are instantly FDA greenlit, touted from the mountain tops, and whose W scripts are heavily incentivized by the pharma companies, and where do these people live? I'd bet my bottom dollar, many less in Santa Ana, and many more in Laguna Niguel or Irvine. I ask that we all take our responsibility and we all try to be fair and equitable. There is no reason that Santa Ana should be a dumping ground and drop off point for other cities' undesirables as it has been known to be for far too long. If it is not safe for surrounding cities' kids to have all of these homeless people, then it's of course also not safe for our kids in our communities. And if we're condensing them all into Santa Ana, then of course the risk for our kids will be multiplied. Not fair. If people in other cities see what I can't escape seeing (whenever I ride my bike or run on the Santa Ana Riverbed—which I've responsively done much less of) or when I drive to work (I used to ride my bike on the SA Riverbed to work—not anymore) and I see the bus stops and liquor marts, and the tent cities on the vacant train tracks or allyways, you'd see that collectively all of our actions and decisions make ripple effects, which become waves, and we can't just sit back and reap all of the benefits of society and community without trying to help and be team players, since ultimately, we're all in this together. The soon to be shuttered Fairview Developmental Center in Costa Mesa sits on State land. It would seem the most effective use for that site as a rehabilitation center for the mentally ill and drug abusing homeless individuals who currently reside on the streets of our county. They need that help first and foremost before transitioning into permanent housing and jobs. A second point would be that those folks who are actually down and out through circumstances beyond their control would be more apparent if the category mentioned above was being helped. There are plenty of services available for those who actually want to be helped. Lastly, I am tired of worrying that every time I leave my house someone will break into it, or steal the package from my front steps, or just decide to bathe in my neighbor's front yard using his garden hose. I watch people on my twice daily drive down Main Street on my way to and from work as they stumble with their pants around their ankles screaming out to no one, shooting up drugs in plain sight, and pushing behemoth loads of "belongings" around in shopping carts. They need help and we need help. Please continue the pressure on ALL of the cities to do their part. We would like our city back. Our downtown Civic Center should inspire confidence in our government rather than dismay. I have been working closely with the Santa Ana community for ten years. I am currently working at a Garden Grove Unified School that is in close proximity of the Santa Ana River Trail. When I attended last week's OC Supervisor's meeting, I was is shocked of the things I was hearing inside the court room that I had to leave. It wasn't over. I walked outside with such opposition to help with the homeless issue in Orange County. People with signs, "NO tent city", "Protect our community", "Protect our children". I left home with such disappointment and outrage. I felt like we have been doing our fair share and yet we were taken advantage. Irvine Commissioner, Anthony Kuo stated to CBS News, "I hate to say this but the homeless that are planning to come here really represent the worst of them because they're the ones that aren't following the rules, that don't want to give up the drugs, that don't want to accept services or housing and to put those across the street from sports fields and a senior community in my mind is just an incompatible use." Then how is it okay for our children to live near these homeless that "represent the worst of them"? Todd Spitzer stated that he doesn't want to build a shelter, "over his dead body" were his exact words in a Laguna Niguel council meeting. Irvine wants to reopen a water park for 2019. We don't need that, Garden Grove already has a water park. We just got out of a drought. I want to really praise Andrew Do and Shawn Nelson because they have been trying to work with the other cities and help with the situation. Finally I would like to mention how ridiculous the cost of living is, and it's not just Santa Ana. How is it okay to charge $2,000 dollars for a two -bed room apartment in Anaheim. I am on board on helping the homeless population, but also don't forget about those who are currently in housing programs. County wide solutions with county wide contributions. I have lived in Santa Ana for 6 years and worked locally at a community hospital for over 10 years. I am deeply invested in this community. I am asking that you and our elected officials thoughtfully consider the impact of our homeless population on our community of Santa Ana. As a nurse practitioner at our local hospital, I treat these patients on a regular basis. They come in with substantial medical, mental health, and substance abuse issues -many of which cannot be fixed during their stay with us at the hospital. While some are kind and grateful for the medical care we provide and clearly want help, many are manipulative of our healthcare system, drug -seeking, and medically noncompliant. They often sign themselves out "AMA" against medical advice once the IV pain medication is no longer offered to them. I see many of the same individuals on a monthly basis. I have also seen many of our homeless in my own neighborhood. I have witnessed a naked man defecating on Main Street, I have asked a disheveled man who was clearly "high" to leave my property as he was strumming his guitar in my driveway. I have witnessed my neighbors UPS package being stolen by a disheveled gentleman. When the non emergency Santa Ana PD line was called, I was on hold for 12 minutes. I'm not certain that the police ever actually responded. I have heard an individual screaming "help me" as he was running down my street in the middle of the night. I have seen human feces and syringes in our local Fisher Park, so much that we no longer take our children to any of the parks in Santa Ana but rather travel to Tustin and Irvine to enjoy the outdoors. Santa Ana has educated, professional, hard-working families just like the communities of Irvine, Huntington Beach, and Laguna Nigel. We are citizens, we are voters, we pay taxes. We are no less than any of the more affluent communities in Orange County. We are concerned about our families, our children, our community, and our property values just like all other communities. We ask that the burden of the homeless population be shared amongst our communities. This is not a Santa Ana problem alone but an Orange County problem. I don't see this as a hard situation. There is a perfectly good piece of government land in Irvine that has been zoned for use as a Homeless Shelter and is 108 acres of flat land. This is the area that the Board of Supervisor had voted to use but then changed their minds on because the people of Irvine and other areas mobilized and created a change of heart in these Board members. This is the area next to the so called Great Park (another embarrassment for this county). This area can start of a tent city and then permanent housing can be made to accommodate the homeless. This would be a great location because there is a food bank near by. The county should clean this place out and then work together as a county to make it safe for both residence and those down on their luck. You have a bad situation near your public library with all the homeless that reside there. You have a bad situation near your schools with all the homeless that reside there. You have a bad situation near your parks with all the homeless that reside there. You have a bad situation with all the homeless that reside in Santa Ana. You as the Mayor need to be helpful to all other residents of Orange County but your first priority is Santa Ana and you should put her first. You should also expect all the residents of Santa Ana to HELP you in this cause. Please let me know how I can help. I recently saw a clip of the mayor of Irvine say that he did not want the situation that is happening at Plaza of the Flags to happen in Irvine, he is correct, YOU AS MAYOR SHOULD MAKE SURE IT DOES NOT HAPPEN IN SANTA ANA. There was a homeless man walking in the direction leading him to Santa Ana. Two Irvine PD officers wanted to know where he was going. The man told him he was looking for a place to sleep. They told him he needed to move along. One of the officer got back in his car, the other officer stood outside his car for sometime. I can only assume he was making sure the homeless man made it to Santa Ana. Mayor Pulido, there are hundreds of homeless in Santa Ana. You can not tell me that all these homeless people are from Santa Ana, but I can sure make a case for all the homeless of Orange County being in Santa Ana or on the Santa Ana Riverbed.
