THE COUNTY REGARDING ABANDONMENT OF HOMELESS INDIVIDUALS.
Dear Councilmembers,
I agree with this effort to stop the "dumping" that other Cities and entities have engaged in.
May I also suggest some additional verbiage within this courtesy notice? I believe Santa Ana
adopted an ordinance that requires all organizations serving the homeless (feeding, clothing,
etc.) within Santa Ana to register and be approved with the City. I believe there are still
entities and individuals coming from outside the City, who are still coming to Santa Ana to do
this. (I witnessed evidence of this just this past Saturday.) I think in many cases this activity is
encouraged to "keep the homeless problem in Santa Ana." Perhaps within this courtesy notice
we can remind other Cities that all organizations and individuals that are providing homeless
services within Santa Ana are required to register with the City.

ORDINANCE AS DISCUSSED AT PUBLIC SAFETY COUNCIL COMMITTEE MEETING
Dear Councilmembers,
I agree with this ordinance to stop the aggressive panhandling in Santa Ana.
In an effort to keep our dollars in Santa Ana, Darren and I are frequent customers of the
businesses in our downtown. We have witnessed many very aggressive panhandlers. We
suspect many of the victims are folks who aren't from our City. These panhandlers are very
experienced and we've watched some of these panhandlers get a lot of "donations" merely
because the victim is afraid and wants the panhandler to go away.
I've read through the aggressive panhandling instances within the staff report. Those are just
some of the reported ones where some form of physical harm took place. Most cases of
aggressive verbal abuse aren't reported.
Along with this ordinance you may want to encourage businesses to post notices to "Report
any cases of aggressive panhandling to management or call 911".
I also want to ask the question of whether the term "panhandling" is understood by some of
the many cultures in our City. Sometimes we use a term not realizing that some folks may not
understand what it means.

To whom it may concern,
My name is Nabel Khogyani, I spend a majority of my life in Santa Ana everyday.
I strongly believe ordinance 85-A is very necessary. I am in complete support of ordinance 85-A.
I work for 7 -Eleven Inc, I manage a group of stores in Santa Ana. Our customers and employees of all ages,
races and sexes are constantly being put in danger and inconvenience by aggressive panhandlers.
I cannot imagine how many citizens will feel a great relief and sense of safety from ordinance 85-A. I am a 30
year old male, with a fiane6e, an elderly father and a younger sister; I do not feel as a citizen I should be
uncomfortable with them using an ATM machine, riding the bus, or dining anywhere, especially in the evening.
I truly feel this ordinance will send a message, it will take away from the enabling of panhandling, and take us a
step in the right direction.

To whom it may concern,
My name is Adeel Mujtaba, and my wife and I are 7 -Eleven business owners in the city of Santa Ana. We
opened our 7 -Eleven in December of 2016. Over the past year however, we have witnessed an increase of
homeless persons and pandering activity at quite a few of the controlled intersections in Santa Ana,
strongly believe ordinance 85-A is very necessary and commend the city of Santa Ana
in taking such actions towards keeping its citizens safe. I am in complete support of
ordinance 85-A.
7 -Eleven customers of all demographics are constantly being put in a dangerous and
precarious situation by what I call extremely aggressive panhandlers. I cannot tell you how
many of my customers are excited and feel a great sense of relief that city of Santa Ana is finally taking the
steps necessary to take back our streets with ordinance 85-A.
I truly feel this ordinance will send the right message, it will take away from enabling of panhandling activities
and related crimes, and move us a step closer to becoming a safer city.
