Latino Health Access is writing this letter in support of THRIVE Santa Ana and the City of
Santa Ana's approval of an Exclusive Negotiation Agreement for the parcel of vacant land at
1901 W. Walnut Street. We wholeheartedly support THRIVE's vision of economic
development led by local residents, and we have pledged to support future projects on land
acquired by this community land trust (CLT). Working together with residents, businesses,
nonprofit and public agencies, we can foster sustainable development that benefits all Santa
Ana residents.
The THRIVE Santa Ana community land trust will grow to provide space for parks, affordable
housing, commercial spaces, and other community benefits that are direly needed in Santa
Ana. We have one of the youngest populations in the county, yet rank 2 r in leastavailable
park land among cities our size (Trust for Public Land, 2016 City Park Facts). 67.6% of our
children are living in crowded households (Kidsdata.org) and in a worsening housing crisis.
Job opportunities are scarce for Santa Ana residents, as only 20% work within the city, We
know that these conditions have a direct consequence on our community's health and
wellness: The creation of spaces like parks, affordable housing and commercial spaces will
significantly improve the quality of life for many low-income and working families in the city.
These types of projects are a priority for community members. In a survey conducted by LHA
to 1,444 voters in October 2017, 87.2% expressed that their neighborhood needs more
parks, gardens, and affordable housing. The CLT is committed to working with residents in
deciding the use for land that is acquired. Partnership between the City and THRIVE will
exemplify community -led development and re-establish the City's leadership in this respect.
We encourage the City of Santa Ana to seek out further opportunities to allocate resources —
including land or supportive funds —to the community land trust model. The CLT is a key
strategy to engage local residents in the development process. The City holds over 90 vacant
lots, similarto the Walnut and Daisy property, which could make a tremendous impact in the
community's need for diverse economic development.

We believe in the principles embodied in the Community Reinvestment Act, designed to
encourage commercial, financial, and institutions of all kinds to help meet the needs of
borrowers in all segments of their communities, including low -and -moderate income
neighborhoods. Congress passed this Act in 1977 to reduce discriminatory credit practices
against low-income neighborhoods and encourage sustainability and self-reliance in low-
income communities.
Latino Health Access stands ready to assist in such efforts to reduce income inequality,
expanding economic opportunities for low-income residents of Santa Ana. We look forward
to assisting THRIVE and the Santa Ana community in fulfilling this mission.

It is with great excitement that I write this letter to share my support of THRIVE Santa Ana and the
City of Santa Ana's approval of an Exclusive Negotiation Agreement for the parcel of vacant land at
1901 W Walnut St. This is a powerful, unique and politically important moment in Santa Ana and I
commend the City of Santa Ana for being at the forefront of economic development with community
development models that support sustainability such as community land trusts. I also commend the
community organizations, and residents working to develop these economic development models that
are led by local residents. Together with the City's efforts, these community groups and stakeholders
have helped make Santa Ana an example in Orange County and beyond.
I have over twenty years of community-based planning experience, and am currently an Assistant
Professor at the University of Wisconsin, Madison. My primary research and teaching is on questions
of urban justice in low-income communities of color including the City of Santa Ana. As you well
know, Santa Ana has been named over and over again as one of the city's facing both harsh housing
conditions, rising housing costs, pricing out working families, while facing gentrification pressures.
Families who cannot afford housing are forced to share housing costs with other families. We also
know that over half of the city's households (56%) are renters—probably an undercount due to the
large number of families living in informal housing arrangements. Finally, research finds serious
traumatic impacts on families living in vulnerable situations, as well as those displaced or evicted from
their homes.
We have sufficient data that demonstrates a need for attention to these issues, but we also have
research that demonstrates how commrmity land trusts are urban planning solutions, also increasing
community access to parks, affordable housing and other community benefits that are needed in Santa
Ana. Research also shows that community land trust is a powerful strategy to engage local residents in
the development process. Supporting these models will significantly improve the quality of life for
many low-income and working families in the city.

Santa Ana has set the standard for a just city in terms of transparency and immigrant rights.
This would help set the standard in terms of community development, reinvestment, and economic
development.

and families in Santa Ana, California. We know that CLTs can contribute positive
solutions including supporting efforts to reduce income inequality, end patterns of
segregation, and to expand economic opportunities for low-income residents of Santa
Ana. A community land trust (CLT) is an innovative way to foster neighborhoods that
are healthy, vibrant, and diverse through community centered development. The
THRIVE Santa Ana CLT is committed to building healthy communities where all
residents, children, youth, and adults, will be able to thrive.
Further, we encourage the City of Santa Ana to seek out further opportunities to allocate
resources — including land or supportive funds — to THRIVE Santa Ana. The community

The Santa Ana Active Streets (SAAB) Coalition is writing this letter in support of THRIVE
Santa Ana and the City of Santa Ana's approval of an Exclusive Negotiation Agreement for the
parcel of vacant land at 1901 W Walnut St. We wholeheartedly support THRIVE's vision of
economic development led by local residents, and we have pledged to support future projects on
land acquired by this community land trust (CLT). Together, we can create sustainable
development that benefits all Santa Ana residents.
The community land trust will provide space for parks, affordable housing, and other community
benefits that are direly needed in Santa Ana, including commercial spaces. This will
significantly improve the quality of life for many low-income and working families in the city.
Further partnership between the City and THRIVE will exemplify community -led development
and re-establish the City's leadership in this respect.
Further, we encourage the City of Santa Ana to seek out further opportunities to allocate
resources — including land or supportive funds — to THRIVE Santa Ana. The community land
trust is a key strategy to engage local residents in the development process. The City holds over
90 vacant lots, similar to the Walnut and Daisy property, which could make a tremendous impact
in the community's need for economic development.
According to the Safe Mobility Santa Ana plan, most collisions happen in areas with higher
concentrations of poverty, low education, youth, and Latino populations. As a coalition
comprised of residents, community members, and local organizations SAAS believes that all
development must be seen from the lens of equity, therefore, the most impacted community
should be the one to decide and be the most benefited. THRIVE's vision is well aligned with our
coalition goals.
We believe in the principles embodied in the Community Reinvestment Act, designed to
encourage commercial, financial, and institutions of all kinds to help meet the needs of
borrowers in all segments of their communities, including low -and -moderate income
neighborhoods. Congress passed this Act in 1977 to reduce discriminatory credit practices
against low-income neighborhoods and encourage sustainability and self-reliance in low-income
communities.

The Public Law Center ("PLC") is a non-profit pro bono law firm that provides access to justice
for low-income and vulnerable residents of Orange County. In our Housing and Homelessness
Prevention Unit, we represent low-income families in housing related matters, advocate for
sensible strategies to end homelessness in Orange County, and collaborate with community
organizations, statewide advocates, and law firms to push Orange County jurisdictions to create
effective housing policies for lower-income individuals and families.
PLC submits this letter of support for Item No. 60C: Approve Exclusive Negotiation Agreement
(ENA) with Community Land Trust Thrive Santa Ana, Inc., for 1901 West Walnut Street (APN:
007-332-08) (Strategic Plan No. 5). We wholeheartedly support THRIVE's vision of economic

by this Community Land Trust (CLT).

will provide space for community benefits that are direly needed in Santa Ana. Approving the
ENA as recommended by Staff will move THRIVE closer to its goals of improving the lives for
many low-income and working families who live and work in the City of Santa Ana. Further
partnership between the City and THRIVE will exemplify community -led development and re-
establish the City's leadership in this respect. Adopting the ENA will also further the City of
Santa Ana's efforts to meet its Strategic Goal No. 5 of its General Plan (Community Health,
