Public Works Agency <br />https://www.santa-ana.org/ <br />Item # 15 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />January 19, 2021 <br />TOPIC: Award Purchase Order to Altec for Bucket Trucks <br />AGENDA TITLE: <br />Award purchase order in an amount not to exceed $625,385 to Altec Industries, Inc. for <br />two bucket trucks (Specification No. 20-142) (Non -General Fund) <br />RECOMMENDED ACTION <br />Authorize a one-time purchase and payment of purchase order to Altec Industries, Inc. in <br />the amount of $615,385, plus a contingency of $10,000, for a total amount not to exceed <br />$625,385, for the purchase of two bucket trucks, subject to non -substantive changes <br />approved by the City Manager and City Attorney. <br />DISCUSSION <br />The Public Works Agency Fleet Services Division is responsible for the acquisition, <br />maintenance, repair, and replacement of vehicles, trucks, and maintenance equipment. <br />The Public Works Agency, Maintenance Services Division, is responsible for the <br />maintenance of approximately 400 miles of streets and 50,000 street trees. Bucket trucks <br />are necessary for mobilization and used daily at multiple job sites for the removal of tree <br />trimming and landscaping, felled tree branches, limbs and for use in emergency storm <br />response situations involving downed trees. Additionally, these trucks are used daily for <br />tree service response to community requests. <br />The existing vehicles are 2002 and 2004 models. Both vehicles have reached the end of <br />their effective useful lifecycle and have become unreliable. The vehicles exceed the <br />recommended Equipment Lifecycle Guidelines of the City's Fleet Services Division, <br />earning a "terrible" rating, based on industry standards from the Municipal Equipment <br />Maintenance Association, the National Association of Fleet Administrators, and the <br />American Public Works Association. Furthermore, the equipment does not comply with <br />the 2021 State of California Air Resources Board Portable Equipment Registration <br />Program, and are therefore unusable. <br />Santa Ana Ordinance No. NS-2312 authorizes the City to utilize purchase contracts from <br />any public agency utilizing a competitive bid process.
