NS-2107 <br /> <br />AN ORDINANCE OF THE CITY OF SANTA ANA REZONING <br />CERTAIN PROPERTY LOCATED AT 515-523 NORTH <br />GRAND AVENUNE AND 1340-1425 EAST FRUIT STREET <br />FROM THE R3 (MULTIPLE FAMILY) AND C5 (ARTERIAL <br />COMMERCIAL) DISTRICTS TO THE SD (SPECIFIC <br />DEVELOPMENT) DISTRICT, ADOPTING AN AMENDED <br />SPECIFIC DEVELOPMENT PLAN NO. 21 FOR SAID <br />PROPERTY AND FOR THE PROPERTY LOCATED AT 625 <br />NORTH GRAND AVENUE, AND APPROVING AMENDMENT <br />NO. 2 TO THE DEVELOPMENT AGREEMENT BETWEEN THE <br />CITY OF SANTA ANA AND FREEDOM NEWSPAPERS, INC. <br />AND REGISTER PROPERTIES, INC., PERTAINING TO <br />SAID PROPERTIES. <br /> <br />WHEREAS, Amendment Application No. 1047 has been filed with <br />the city of Santa Ana to change the zoning district designation of <br />certain real property located generally at 515-523 North Grand <br />Avenue and 1340-1425 East Fruit Street in the city of Santa Ana, <br />and more specifically delineated in Exhibit A, attached hereto and <br />incorporated herein by reference, from the R3 (Multiple-family <br />residential) District to the SD (Specific Development) district, <br />and to adopt an amended Specific Development Plan No. 21, in the <br />form set forth in Exhibit B, attached hereto and incorporated <br />herein by reference, for said property and for the property located <br />at 625 North Grand Avenue; and <br /> <br />WHEREAS, the applicants Freedom Newspapers, Inc. and Register <br />Properties, Inc. propose to develop said properties in accordance <br />with amended Specific Development Plan No. 21 and in this regard <br />has requested to amend its existing Development Agreement with the <br />city of Santa Ana, such amendment to be in the form set forth in <br />Exhibit C, attached hereto and incorporated herein, in accordance <br />with sections 65864-65869.5 of the Government Code of the State of <br />California; and <br /> <br />WHEREAS, the Planning Commission of the City of Santa Ana held <br />a duly noticed public hearing on December 11, 1990, on the said <br />Amendment Application, amended Specific Development Plan, and the <br />amendment to the Development Agreement, and, based thereon, <br />determined that the development as proposed therein is consistent <br />with the general plan of the City of Santa Ana, and recommended <br />that the City Council approve the Amendment Application, amended <br />Specific Development Plan No. 21, and Amendment No. 2 to the <br />Development Agreement; and <br /> <br />WHEREAS, prior to taking action on this ordinance, the city <br />Council of the city of Santa Ana has reviewed and considered the <br />information contained in that certain "Orange County Register <br />Production Facility Expansion Environmental Impact Report" <br />
