We feel that a Public
Alley, like many of the alleys in Santa Ana, will be a magnet for gang activity, crime, graffiti, illegal dumping, and
drug trafficking. I know the argument was to allow garbage trucks to easily turn around, but that has never been an
issue on Pomona and Stanford which were made a no outlet street in 2000. We feel that a Public Alley is not
necessary. This will also reduce the cost to the City of Santa Ana.

Thank you,

David Penaloza
714-227-9094
