ORDINANCE NO. NS -2955 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA APPROVING AMENDMENT <br />APPLICATION NO. 2018-06 REZONING VARIOUS <br />PROPERTIES LOCATED ALONG THE FIRST STREET <br />CORRIDOR AND ZONING ORDINANCE AMENDMENT <br />NO. 2018-03 AMENDING THE METRO EAST MIXED USE <br />OVERLAY ZONE (OZ -1) <br />THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES ORDAIN AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A. In 2007, the City Council approved and adopted the Metro East Mixed Use <br />(MEMU) Overlay Zone (OZ -1). The MEMU was intended to provide the <br />framework for future redevelopment of a 200 -acre section of the City along <br />First and Fourth streets between the Santa Ana (1-5) and Costa Mesa (SR -55) <br />freeways. <br />B. Since 2007, one development project has been constructed and three others <br />entitled that are consistent with the goals and objectives of the MEMU. <br />However, changes to the development market following the recession have <br />resulted in the need to modify the MEMU in order to continue to further the <br />goals of the plan while implementing a regulatory framework that protects the <br />health, safety, and welfare of the City. <br />C. Amendment Application No. 2018-06 has been filed by the City of Santa Ana to <br />apply the OZ -1 designation to approximately 52 parcels located along First <br />Street between Grand Avenue and the Santa Ana (1-5) Freeway and along Lyon <br />Street and Elk Lane between First Street and Chestnut Avenue (Exhibit A). <br />D. The OZ -1 designation of the various parcels as shown on Exhibit A will allow <br />additional development opportunities of these parcels into mixed-use <br />developments, thereby being consistent with the goals and objectives of the <br />MEMU. <br />E. Zoning Ordinance Amendment No. 2018-03 will amend the existing MEMU, a <br />copy which is available at the Planning Division Public Counter and Main Public <br />Library, or viewed on the City's MEMU webpage. The amendments will create <br />greater consistency among the MEMU and other form -based codes that have <br />been adopted since 2007, including the Transit Zoning Code and Harbor Mixed - <br />Use Transit Corridor Specific Plan (Exhibit B). <br />Ordinance No. NS -2955 <br />Page 1 of 5 <br />
