REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />APRIL 7, 2020 <br />TITLE: <br />ADOPT THE CALIFORNIA GOVERNOR'S <br />OFFICE OF EMERGENCY SERVICES <br />RESOLUTION FOR THE PURPOSE OF <br />OBTAINING CERTAIN FEDERAL <br />FINANCIAL ASSISTANCE AND OR STATE <br />ASSISTANCE UNDER THE CALIFORNIA <br />DISASTER ASSISTANCE ACT <br />/s/ Kristine Ridge <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 111 Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />Ifiel0oil 01,11111g11iC61 <br />FILE NUMBER <br />Adopt the California Governor's Office of Emergency Services ("Cal OES") Resolution designating <br />the City Manager, the Police Chief or the Executive Director of Finance as authorized agents to <br />execute applications for financial assistance on behalf of the City of Santa Ana for the purpose of <br />obtaining post -disaster public assistance grants from Cal OES and the Federal Emergency <br />Management Agency ("FEMA"). <br />DISCUSSION <br />Cal OES requires a Designation of Applicant's Agent Resolution for Non -State Agencies to be on <br />file for the purpose of obtaining certain federal financial assistance under Public Law 93-288 and/or <br />state financial assistance under the California Disaster Assistance Act. The Resolution, once <br />approved, will last for three (3) years and designates the City Manager, Police Chief, and the <br />Executive Director of Finance as authorized agents for the City of Santa Ana (Exhibit 1). <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal No. 4. Government Financial Stability <br />and Goal No. 5 Community Health, Livability, Engagement and Sustainability. <br />FISCAL IMPACT <br />There is no fiscal impact. However, if the Designation of Applicant's Agent Resolution is not on file <br />with Cal OES, the City would be ineligible to apply for reimbursement under any future public <br />assistance grants available for declared disasters. FEMA mandates current designations as a <br />condition of qualifying for Cal OES public assistance grants. <br />Exhibit: 1.
