REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />APRIL 7, 2020 <br />TITLE: <br />PUBLIC HEARING REGARDING THE <br />ADOPTION OF A RESOLUTION <br />AMENDING THE FY 19-20 <br />MISCELLANEOUS FEES SCHEDULE TO <br />ADD A SMALL CELL APPLICATION FEE <br />FOR CITY FACILITIES <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 111 Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />/s/ Kristine Ridge FILE NUMBER <br />CITY MANAGER <br />RECOMMENDED ACTION <br />Adopt a resolution to amend the Fiscal Year 2019-20 Miscellaneous Fees Schedule to add a Small <br />Cell Application Fee for City Facilities in the amount of $1,741.79, based upon the City's actual <br />cost to review and approve the application. <br />DISCUSSION <br />On March 17, 2020, City Council approved an agreement with Los Angeles SMSA, dba Verizon <br />Wireless in order to begin the installation of small cell antennas on City -owned street lights. Other <br />wireless providers have also expressed interest in entering into similar agreements with the City. <br />An application fee of $1,741.79 will be collected for each application submitted for the use of a <br />City -owned facility licensed under such agreements during FY 2019-20. The fees will be subject <br />to any blanket increases made to the Miscellaneous Fee Schedule during the yearly adoption of <br />the schedule. <br />Staff seeks approval of a resolution (Exhibit 1) amending the FY 2019-20 Miscellaneous Fees <br />Schedule to add the Small Cell Application Fee for City Facilities. The fee is a partial cost -recovery <br />fee that will be used to offset the staff cost for processing the application. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #3 - Economic Development, <br />Objective #3 (promote a solutions -based customer focus in all efforts to facilitate development and <br />investment in the community), Strategy C (explore opportunities to encourage a business friendly <br />environment within the city). <br />75B-1 <br />
