REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JUNE 2, 2020 <br />TITLE <br />ADOPT A RESOLUTION TO AUTHORIZE <br />THE PLANNING AND BUILDING AGENCY <br />TO FILE A GRANT APPLICATION TO THE <br />DEPARTMENT OF HOUSING AND <br />COMMUNITY DEVELOPMENT (HCD) FOR <br />LOCAL EARLY ACTION PLAN (LEAP) <br />GRANT PROGRAM FUNDS <br />/s/ Kristine <br />CITY MANAGER <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1sl Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />RECOMMENDED ACTION <br />Adopt a resolution authorizing the Executive Director of the Planning and Building Agency to submit <br />a $750,000 grant application to the Local Early Action Planning Grants Program (LEAP). <br />DISCUSSION <br />On January 27, 2020, the State of California's Department of Housing and Community <br />Development (HCD) issued a Notice of Funding Availability (NOFA) for the Local Early Action <br />Planning Grants Program (LEAP). The purpose of the LEAP grant program is to provide funding to <br />jurisdictions for the preparation and adoption of planning documents and tools that accelerate <br />housing production, and facilitate compliance in implementing the sixth cycle of the Regional <br />Housing Need Assessment. <br />Recognizing that the LEAP program provides grants through a noncompetitive process and the <br />City of Santa Ana is eligible to receive up to $750,000 in funding, staff prepared an application with <br />a list of tasks to facilitate the production of housing to meet our regional and local housing needs. <br />The grant program guidelines require submission of a fully executed resolution authorizing <br />application for LEAP funds (Exhibit 1) to complete the grant application by July 1, 2020. <br />Projects submitted under the LEAP program must demonstrate a nexus to accelerate housing <br />production. The City's grant application includes two such eligible activities: 1) Complete revisions <br />to Chapter 41 (Zoning) of the Municipal Code to implement land use zoning and housing policies <br />from the upcoming comprehensive General Plan update; and, 2) Update the General Plan Housing <br />Element by October 2021. If awarded, the grant funding would allow for the implementation of <br />zoning code updates needed to facilitate timely development of new housing and development and <br />provide funding for the next update of the Housing Element. <br />55B-1 <br />
