The term of the agreement may be extended for <br />an additional one (1) year extension upon writing executed by the City Manager and City Attorney, <br />as services and programs to be provided may not be able to commence on September 1, 2020 <br />due to the COVID 19 pandemic. <br />In December 2018, the City Council adopted Ordinance NS-2959, establishing a Cannabis Public <br />Benefit Fund, of which one-third is to be set aside for youth services. <br />At the December 17, 2019 City Council meeting, the City Council received and filed a Cannabis <br />Public Benefit Fund for Youth Services Informational Report. One element of the report included <br />the development and implementation of an Anti -Drug Education Program for Youth. <br />The City of Santa Ana is collaborating with America On Track to offer anti -drug education programs <br />to the community. America On Track began in 1995 with two Orange County women, Terry <br />Thompson and Claire Braeburn sharing a vision of making a difference in the lives of at -risk children <br />and their families. Together they created and developed what has now become a well -respected <br />non-profit organization that has reached thousands of children and families throughout Orange <br />County. Their education and strong backgrounds in business, youth leadership training, public <br />speaking, editing and creative writing, paired with years of volunteerism, have provided them with <br />the skills and experience to respond to critical problems facing Orange County communities. <br />Over the years, America On Track has successfully launched numerous programs, such as the On <br />Track Youth Leadership Training program, Tobacco -Free Communities project, mural projects, <br />Drug -Free Communities, Mentoring Children of Prisoners program, and parent education <br />25D-1 <br />
