Resolution No. 2020-25 <br />Page 1 of 7 <br /> LS 8.10.20 <br /> <br />RESOLUTION NO. 2020-25 <br /> <br />A RESOLUTION OF THE PLANNING COMMISSION OF <br />THE CITY OF SANTA ANA APPROVING CONDITIONAL <br />USE PERMIT NO. 2020-16 AS CONDITIONED TO ALLOW <br />THE SALE OF ALCOHOLIC BEVERAGES FOR OFF- <br />PREMISES CONSUMPTION WITH ANCILLARY <br />WAREHOUSING AND INSTRUCTIONAL SEMINAR <br />TASTINGS AT A NEW ESTABLISHMENT LOCATED AT <br />1641 EAST SAINT ANDREW PLACE. <br /> <br /> <br />BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF <br />SANTA ANA AS FOLLOWS: <br />Section 1. The Planning Commission of the City of Santa Ana hereby finds, <br />determines and declares as follows: <br />A. Jason Boland, business owner of Spectrum Wine (“Applicant”), is <br />requesting approval of Conditional Use Permit (“CUP”) No. 2020-16 to <br />allow the sale of alcoholic beverages for off-premises consumption with <br />ancillary warehousing and instructional seminar tastings at a new <br />establishment located at 1641 East Saint Andrew Place. <br />B. Santa Ana Municipal Code (“SAMC”) Section 41-196 requires approval of <br />a CUP for establishments proposing to sell alcoholic beverages for off- <br />premises consumption with ancillary warehousing and instructional <br />seminar tastings at a new establishment. <br />C. On August 10, 2020, the Planning Commission held a duly noticed public <br />hearing on CUP No. 2020-16. <br />D. The Planning Commission determines that the following findings, which <br />must be established in order to grant a CUP pursuant to SAMC Section <br />41-638, have been established for CUP No. 2020-16 to allow the sale of <br />alcoholic beverages for off-premises consumption with ancillary <br />warehousing and instructional seminar tastings at an establishment at <br />1641 East Saint Andrew Place: <br />1. That the proposed use will provide a service or facility which will <br />contribute to the general well being of the neighborhood or <br />community. <br />The proposed establishment will provide additional off- <br />premises consumption with ancillary warehousing and <br />instructional seminar tastings to Santa Ana visitors and <br />residents. This will thereby benefit the community by <br />providing an additional establishment that provide goods and <br />service s to the City. Operational standards applicable to the
