REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />CLERK OF COUNCIL USE ONLY: <br />NOVEMBER 17, 2020 <br />TITLE: APPROVED <br />❑ As Recommended <br />RECEIVE AND FILE THE SEWER SYSTEM El Amended <br />MANAGEMENT PLAN 2020 UPDATE ❑ OOrrdinance on Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />/s/ Kristine Ridge FILE NUMBER <br />CITY MANAGER <br />RECOMMENDED ACTION <br />Receive and file the Sewer System Management Plan 2020 update. <br />DISCUSSION <br />The State Water Resources Control Board (State) adopted Order No. 2006-0003 on May 2, 2006, <br />establishing statewide general waste discharge requirements for all federal and state public entities <br />that own and operate sanitary sewer systems, greater than one mile in length, that collect and/or <br />convey untreated or partially treated wastewater to a publicly -owned treatment facility in the State <br />of California. One of these requirements was to develop and implement a system -specific Sewer <br />System Management Plan (SSMP). On October 21, 2014, the City approved its current SSMP, <br />which had been revised to incorporate new elements required under state Order No. WQ 2013- <br />0058-EXEC. The City's SSMP and maintenance and management program complies with the order <br />and also provides the necessary measures to reduce and prevent sewer system overflows (SSOs), <br />as well as mitigate the effects of SSOs that do occur. <br />The goal of the SSMP is to provide a plan and schedule to properly manage, operate, and maintain <br />all elements of the City's sanitary sewer collection system. The City of Santa Ana recognizes the <br />importance of protecting ocean water quality by preventing SSOs. To this end, staff has continually <br />made improvements to the operation and maintenance of the City's sewer system, including the <br />expanded use of trenchless methods for repairing and constructing sewer mains and laterals, such <br />as pipe lining and pipe bursting. The SSMP 2020 Update (Exhibit 1) reflects the efforts made by <br />City staff to allow Santa Ana to continue to be a leader in the sewer system industry, as well as to <br />be at the forefront of practices preventing sewage from entering waterways. <br />FISCAL IMPACT <br />There is no fiscal impact associated with this action. However, the SSMP requires a sewer system <br />maintenance and capital improvement plan that will require operational and capital expenditures. <br />The costs for these programs are funded through the Sanitary Sewer Service fund and are <br />budgeted annually. <br />19F-1 <br />
