Reappoint Pierre Loubet, Jack Haley, Daisy Campos, Brent Beasley, and Robert <br />Ruiz to the Santa Ana Workforce Development Board for a four-year term expiring <br />May 31, 2026. <br />2. Appoint Magdalena Fernandez (replacing Simon Gonzalez) for a full four-year term <br />expiring May 31, 2026. <br />DISCUSSION <br />On May 17, 2016, the City Council adopted Resolution 2016-031 establishing the Santa <br />Ana Workforce Development Board (WDB) and appointed 25 members. In accordance <br />with the federal Workforce Innovation and Opportunity Act (WIOA) Section 107(b)(2)(A- <br />D) a local WDB board is to be comprised of representatives from specific categories and <br />that the number of WDB members in the categories be proportional in different ways to <br />the total membership while maintaining a greater than 50-percent representation from the <br />business sector. WDB Board members are appointed by the City Council under the <br />categories of membership, prescribed by law, as follows: <br />Representatives from local businesses 13 members <br />Representative from labor, labor registered 5 members <br /> apprenticeship, and/or community based organization) <br />Representatives from local education institutions 3 members <br />Representative from government entities 4 members <br /> (Dept. of Rehabilitation, Social Services Agency, <br />EDD, and Economic Development) <br />There are five members whose terms have expired are recommended to be re-appointed. <br />Representing the private sector - Pierre Loubet, Jack Haley, and Daisy Campos and <br />representing Labor – Brent Beasley and Robert Ruiz (Exhibit 1). The nominees have <br />been active and committed to the purpose of the WDB and have expressed a desire to <br />continue participation on the board.
