ORDINANCE NO. NS-2524 <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA REZONING THE PROPERTY LOCATED AT <br />900-920 AND 901-927 EAST SANTA ANA BOULEVARD <br />AND 920 NORTH SANTIAGO STREET FROM HEAVY <br />INDUSTRIAL (M2) TO SPECIFIC DEVELOPMENT 71 (AA <br />NO. 2003-01) AND ADOPTING SPECIFIC DEVELOPMENT <br />71 ("SANTA ANA TRANSIT VILLAGE") FOR SAID <br />PROPERTY <br /> <br /> THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES ORDAIN AS <br />FOLLOWS: <br /> <br /> Section 1. The City Council of the City of Santa Ana does hereby find, <br />determine and declare as follows: <br /> <br />Amendment Application No. 2003-01 has been filed with the City of Santa <br />Ana to change the zoning district designation of certain real property <br />located at 900-920 and 901-927 East Santa Ana Boulevard and 920 North <br />Santiago Street from Heavy Industrial (M2) zoning district to Specific <br />Development No. 71 (SD-71). The Specific Development No. 71 zoning <br />district (SD-70) would allow freestanding restaurants (without drive-thrus), <br />open air recreation and entertainment uses, government buildings and <br />live/work uses (with a conditional use permit), all of which are appropriate in <br />an Industrial zone located near a major regional transportation center <br /> <br />The Planning Commission of the City of Santa Ana held a duly noticed <br />public hearing on January 27, 2003, on Amendment Application No. <br />2002-06 and determined by a vote of 5:0 (Mondo and Verino absent) that <br />Amendment Application No. 2003-01 is consistent with the General Plan, <br />including but not limited to its goals and policies to: <br /> <br />Support live/work opportunities within specifically defined areas <br />(Policy 1.2). <br /> <br />Protect and enhance development sites and districts which are <br />unique community assets that enhance the quality of life (Goal 4.0). <br /> <br />Encourage development which is compatible with, and supportive of <br />surrounding land uses (Policy 5.5). <br /> <br />Promote development which has a net community benefit and <br />enhances the quality of life.
