~[LNU'I'~ OF THE ADJOURNED <br />REGULAR ~u~£f/$G OF T~ CITY COUNCIL <br />OF TEE CiTY OF $~TA ANA, CALIFORNIA <br /> <br />September 13, 1966 <br /> <br />The meeting was called to order at 7:30 P.M., in the Council Chamber, <br />217 N. M~in Street, with the following Councilmen present: James <br />Gilmore, Walter Brooks, Davis Burk, Wade Herrin, J. Ogden Markel, <br />Tom McMichael and Mayor Narry H. Harvey. Also present were City <br />Manager Carl J. Thornton, City Attorney William L. Mock, Clerk of <br />the Council, Doris M. Brown, all Department Heads, Everett Parks <br />and Gor~on Bricken, Chairman and Vice Chairman of the Planning Com- <br />mission. <br /> <br />The Clerk of the Council reported that the Order of Adjournment of <br />the Regular Meeting of September 6, 1966 was posted as required by <br />law, and a Certificate of Posting was on file in the Office of the <br />Clerk of the Council. <br /> <br />CAPITAL IMPRO~S PROGRAM - <br /> <br />Planning Director Van Stevens and Senior Planner Steve Lafer <br />introduced and explained the fifteen year Capital Improvements <br />Program submitted to the City Council by the Planning Cummission. <br />The program was discussed at length by the City Council and the <br />Staff. <br /> <br />Leonard Hines and Hal Winter, representing the Downtown Santa Aha <br />Association, expressed regret that improvements, such as parking, <br />lighting and a mall, in the Central Core Area had not been included <br />in the first phase of the program. The Central Core Area was <br />described by Mr. Winter as being the area between First and Tenth <br />Streets and between Mertimer and Flower. The Planning Director <br />explained that without specific plans it was impossible to estimate <br />costs, noting ~hat the City Center Plan had not yet been adopted as <br />a part of the General Plan. <br /> <br />Mr. Hines stated the Downtown Association could come up with plans <br />and asked that they be included in the first phase of the Capital <br />Improvements Program. The Planning Director suggested that the <br />Staff could proceed and request the Planning Ccmmission to go into <br />hearings on the City Center Plan, proceeding with the assumption <br />that monies will be available. <br /> <br />Prank Bueche spoke in favor of the Capital Improvements Program and <br />urged that it be put into effect as rapidly as possible as a complete <br />program. Council discussed at length financing resources and bonding <br />procedures. <br /> <br />A motion by Councilman McMichael, seconded by Councilm-n Gilmore, <br />that the Council go on record as approving the Capital Improvements <br />Program as submitted by the Planning C~--~ission without taking <br />action at this time with regard to time priority of individual <br />listings, was adopted unanimously on roll call vote. <br /> <br />CITY COUNCIL -32- September 13, 1966 <br /> <br /> <br />
