DISCUSSION

The Fleet Division of Finance and Management Services provides diesel and
unleaded fuel at the City's Corporate Yard for all City gasoline and
diesel operated vehicles. A cooperative purchase provision between the
County of Orange awarded a contract to General Petroleum, based on
competitive bidding, for unleaded fuel. Santa Ana City Ordinance No. NS-
2312 authorizes the City to purchase against contracts with any public
agency utilizing a competitive bid process. Utilizing the County of
Orange's cooperative contract with GP Resources, Inc. benefits the City
with the quantity pricing available to the County.

On May 21, 2001, the City Council awarded a contract to GP Resources, Inc,
previously known as General Petroleum, for a one-year period, with
provision for three one-year renewals. The unleaded fuel prices of the
proposed contract are based on the weekly Oil Price Information Service
published rate, plus required taxes and fees. The award amount is based
upon past usage and staff projections for the next contract period. The
vendor has performed satisfactorily during the past contract period, and
staff recommends the final renewal of the contract.

.

228-1
