RECOMMENDED ACTION

CONTINUED TO

----

FILE NUMBER

Direct the City Attorney to prepare and authorize the City Manager and
Clerk of the Council to amend the agreement with the Metropolitan Water
District, Municipal Water District of Orange County and Orange County
Water District to provide city funding, in an amount not to exceed
4IÞ$42,000 for park enhancements adjacent to a new well in Mabury Park.

DISCUSSION

In April 2001, Metropolitan Water District of Southern California (MWD)
approved funding for a groundwater storage program proposed by the
Municipal Water District of Orange County (MWDOC) and the Orange County
Water District (OCWD). The groundwater storage program allows for 60,000
acre feet of excess MWD surface water supplies to be delivered by MWD and
stored during normal and wet years in the Orange County groundwater
basin. During drought or emergency periods, as much as 20,000 acre-feet
could be extracted from the groundwater basin under this program.

The storage program includes funding for eight new water wells
strategically located in the OCWD service area. The wells will be
connected to the individual city's water system and will provide backup
pumping capacity. The City of Santa Ana qualified to participate in the
program and will receive two of the eight wells.

The design and construction costs for the new wells will be paid for by
OCWD with storage program funds. However, part of the Mabury Well
development will require a picnic cover with walkways for enhancements to
the park site. This is beyond the scope of the storage program. OCWD
~has requested that the City pay an estimated $42,000 for the cost of the
~ark improvements. This requires an amendment to the existing agreement.

25F-1
