MINUTES OF THE SPECIAL MEETING <br /> OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />April 7, 1972 <br /> <br />The meeting was called to order at 5:00 P.M., in the Mayor's Office, Room <br />$03, City Hall, 217 North Main Street, with the following Councilmen present: <br />Ray Villa, Vernon S. Evans, Wade Herrin, Harry K. Yamamoto, Jerry M. <br />Patterson, J. Ogden Markel and Mayor Lorin Griset. Also present were <br />City Manager Carl J. Thornton, City Attorney James A. Withers, Clerk of the <br />Council Florence I. Malone, and Sandi Mosley of The Register newspaper. <br />Evidence of notice of the meeting was on file with the Clerk. <br /> <br />EXECUTIVE SESSION <br /> <br />the appointment of a City Manager. <br />vote: <br /> <br /> It was moved by Councilman Patterson, <br /> seconded by. Councilman Herrin to <br /> adjourn to executive session to consider <br />The motion failed on the following roll call <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Griset, Yamamoto, Patterson <br />Villa, Evans, Herrin, Markel <br />None <br /> <br />During the discussion of the motion, Mrs. Janice Boer, 912 N. Lowell Street, <br />stated that the purpose of the Brown Act was to assure the public of adequate <br />Notice of the time and place of Council meetings; that, in her opinion, the <br />Brown Act does not provide the broad latitude of discussing methods of <br />appointment; that it only allows for the hiring and firing of personnel. <br /> <br />It was Unanimofisly a~reed' by'all members of Council to call a Special Meeting <br />for Wednesday, April 12, 1972, at 4:00 P.M., in the Mayor% Office, 217 North <br />Main Street and the Clerk was instructed by the Mayor to prepare and deliver <br />proper notice. <br /> <br />ADJOURNMENT <br /> <br />At 5:15 P.M., Mayor Griset adjourned <br />the meeting. <br /> <br />Florence I.
