NO. 04-138) <br /> <br /> <br />CONTINUED TO <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />Award a contract to Tony's Lock & Safe Service, a Santa Ana vendor, for <br />the purchase of a lock and security system in the amount of $22,871.48. <br /> <br />DISCUSSION <br /> <br />On August 16, 2004, the City Council accepted a $15 million Urban Area <br />Security Initiative (UASI) grant from the federal Department of <br />Homeland Security, through the State of California, Office of Homeland <br />Security. The initiative was designed to enhance the domestic <br />preparedness of urban areas by ensuring that all emergency first <br />responders have adequate equipment and systems to prevent, respond to, <br />and recover from acts of terrorism. The grant provides total <br />reimbursement to local agencies for equipment purchases approved and <br />authorized by the federal Office of Domestic Preparedness (ODP). <br /> <br />In an effort to increase security of the water system appurtenances and <br />access points, the Public Works Agency's Water Resources Division is <br />planning to replace all padlocks currently used, to prevent <br />unauthorized individuals from gaining access to the facilities and the <br />appurtenances. The new lock system will allow only authorized <br />individuals to gain access by providing an electronic padlock and key <br />combination. Both the padlock and the key will be electronically <br />configured to allow access to certain key holders and will <br />electronically log all access transactions for record keeping. <br /> <br />22K-1 <br /> <br />es. 383 <br /> <br />
