<br />,..,. <br /> <br />CITY COUNCIL COMMITTEE ON <br />NEIGHBORHOOD IMPROVEMENT/CODE ENFORCEMENT <br />Meeting Minutes <br />February 28, 2006 <br /> <br />CALL TO ORDER <br /> <br />The meeting was called to order at 5:40 p.m. in the Council Chambers, 22 Civic Center <br />Plaza, Santa Ana. <br /> <br />ATTENDANCE <br /> <br />The following Committee members were present: Lisa Bist, Alberta Christy and Carlos <br />Bustamante <br /> <br />Staff present were: Jay Trevino, Executive Director Planning and Building Agency; Kenneth <br />Adams, Assistant Director Planning and Building Agency; Ben Kaufman, Chief Assistant <br />City Attorney; Bruce Dunams, Community Preservation Manager; Steve Gutmann, <br />Supervisor of Inspections; and Estella Rodarte, Senior Community Preservation Inspector. <br /> <br />AGENDA ITEMS <br /> <br />1. <br /> <br />APPROVAL OF MINUTES - JANUARY 24, 2006 MEETING <br />Approved by a vote of 3:0 <br /> <br />'-' <br /> <br />2. <br /> <br />PRE-SALE INSPECTION ORDINANCE <br /> <br />Bruce Dunams provided a historic overview of the genesis of the pre-sale inspection <br />proposal to date. His gave an overview of the staff work and preparatory work to <br />date, including outreach to the community and the real estate industry. The floor <br />was opened for public comments. <br /> <br />A cross section of individuals spoke to the issue of a potential pre-sale ordinance <br />with the majority being community residents who expressed support for some type of <br />pre-sale review. The general theme of the community was that they supported a <br />program that would get at illegal conversions, illegal additions and major health and <br />safety issues. There was a consensus that the program should provide some <br />flexibility in addressing minor code issues. <br /> <br />"" <br /> <br />Representatives from the real estate industry also spoke but felt that the prerequisite <br />disclosure requirements imposed on the industry to date were adequate. However, <br />other real estate professionals who spoke felt that such an ordinance could be <br />desirable. There was considerable discussion as to whether the appropriate time to <br />require an inspection was at transfer/sale of property. There were several <br />comments about whether the pre-sale inspection was appropriate given the <br />purported fact that city's housing stock turned over once every 11 years. <br />
