NO. 04-038) <br /> <br />APPROVED <br /> <br />o As Recommended <br />o As Amended <br />o Ordinance on 1st Reading <br />D Ordinance on 2nd Reading <br />o Implementing Resolution <br />o Set Public Hearing For <br /> <br />fl4;a <br /> <br />CI Y MANAGER <br /> <br />CONTINUED TO <br /> <br />--- <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />Renew the contract with DMS Janitorial for janitorial service at various <br />locations for a one-year period in the amount not to exceed $282,365. <br /> <br />DISCUSSION <br /> <br />Janitorial services for several City buildings, recreational facilities and <br />park restrooms are provided through contractual custodial firms. Services <br />performed under the contract include vacuuming, dusting, mopping, trash <br />disposal, cleaning and restocking of restrooms, machine-buffing tile <br />floors, and carpet shampooing. <br /> <br />On May 3, 2004, the City Council awarded a contract to DMS Janitorial for a <br />two-year period with provision for three one-year renewals. The vendor has <br />performed satisfactorily during the past contract period. However, in the <br />usual course of monitoring the work performed by the vendor, staff <br />determined that an enhanced cleaning method was necessary for the park <br />restrooms. In order to meet this requirement, DMS determined that the most <br />effective method for cleaning the park restrooms was power washing. Power <br />washing would provide a more clean and sanitary restroom facility for park <br />patrons. Given the increased time and effort, DMS has estimated that it <br />would cost an additional $6,000 per month to achieve the new requirement. <br /> <br />As such, staff did conduct an informal review of the market and determined <br />that the price increase is acceptable and comparable. In addition, staff <br />conducted a cost benefit analysis of utilizing City employees to provide <br />the janitorial services. Even with the increase, DMS Janitorial continues <br />to be competitively priced. However, staff will rebid the service in the <br />coming year. In order to allow time for the bid process and to provide <br />uninterrupted service, staff recommends the first renewal of the contract. <br />A ten percent contingency has been included in the award amount for any <br />additional unanticipated service needs. <br /> <br />22L-1 <br />
