<br />...... <br /> <br />CITY COUNCIL COMMITTEE ON <br />NEIGHBORHOOD IMPROVEMENT/CODE ENFORCEMENT <br />Meeting Minutes <br />April 25, 2006 <br /> <br />CALL TO ORDER <br /> <br />The meeting was called to order at 5:51 p.m. in the Council Chambers, 22 Civic Center <br />Plaza, Santa Ana. <br /> <br />ATTENDANCE <br /> <br />The following Committee members were present: Lisa Bist, Alberta Christy and Carlos <br />Bustamante <br /> <br />Staff present were: Jay Trevino, Executive Director Planning and Building Agency; Kenneth <br />Adams, Assistant Director Planning and Building Agency; Ben Kaufman, Chief Assistant <br />City Attorney; Bruce Dunams, Community Preservation Manager; and Steve Gutmann, <br />Supervisor of Inspections. <br /> <br />AGENDA ITEMS <br /> <br />1. APPROVAL OF MINUTES - MARCH 28, 2006 MEETING <br /> <br />\0.. <br /> <br />Approved by a vote of 3:0 <br /> <br />2. PRE-SALE INSPECTION PROGRAM <br /> <br />Bruce Dunams provided a historic overview of the development of the pre-sale <br />inspection program to date including the outreach program to both the interested <br />community citizens and the local real estate industry. Steve Gutmann provided an <br />overview of the proposed operation of the program for the city of Santa Ana. His <br />overview included a brief history of the pre-sale programs in the southern California <br />region. <br /> <br />Several committee members posed a number of questions for staff generally <br />revolving around staffing issues and potential exemptions from the program. <br />Several committee members had met representatives from their neighborhoods who <br />expressed some apprehensions about the proposed program. <br /> <br />The following individuals spoke in opposition of the program: Helen Peguish and <br />Pete Maddox <br /> <br />The following individuals spoke in support of the program: Julie Stroud, Ray <br />Gawronski, Desi Reyes, Mark Guzman, Dorothy Newhouse and John Soholite <br /> <br />\0.. <br />
