Sufficient advance notice to meet and confer wi th the City's representative over the impact on affected City employeesi and 2. Provide data showing the cos t allow the affected employees opportunity to demonstrate that effective basis before the City to layoff City employeesi and savings of contracting out to and their representatives the they can do the work on a cost- Council makes any final decision 3. If the decision is to contract out work being performed by City employees, that the City whenever possible require the contractor to commit to hiring City employees laid off, if anYi and 4. Encourage the affected employees and their representatives to provide information on the performance standards for those contractsi and 5. Whenever possible indus try wages to CitYi and require the contractor to pay prevailing its employees doing contract work for the 6.
