Curtis & Sons for the purchase of firefighter <br />protective clothing by $35,735, for a total amount not to exceed $113,607. <br /> <br />DISCUSSION <br /> <br />In an effort to protect fire suppression personnel in the performance of <br />their duty, the Fire Department Maintenance Section provides protective <br />clothing for approximately 225 firefighters and 80 reserve firefighters. <br />The ensemble includes, but is not limited to, turnout trousers, turnout <br />coats and rubber boots. The ensemble is worn on all structure fires, <br />vehicle accidents, hazardous material incidents and most training sessions, <br />and over a period of time, it deteriorates due to excessive use. The <br />California Occupational Safety and Health Administration mandates minimum <br />requirements for firefighter protective turnout clothing, and the National <br />Fire Protection Agency requires replacement after a five-year service life, <br />or as necessary to replace worn gear. The Santa Ana Fire Department <br />Maintenance Section keeps a minimum inventory of this ensemble in storage. <br />The items in storage are issued and replaced on an as-needed basis. <br /> <br />On November 21, 2005, the City Council awarded a contract to L.N. Curtis & <br />Sons for protective clothing. Since L.N. Curtis & Sons was the sole <br />responsive bidder, staff believes solicitation for subsequent bids would be <br />an idle act and recommends approval of the contract amendment. An <br />additional contingency amount has been included to allow for unanticipated <br />purchases. <br /> <br />228-1 <br />
