SANTA ANA CITY COUNCIL COMMITTEE <br />PUBLIC SAFETY <br />Minutes of Meeting <br />March 27, 2007 <br />CALL TO ORDER <br />The meeting was convened at 5:34 p.m. in City Hall, 2C Civic Center Plaza, Stn <br />floor conference room, Santa Ana, California. <br />ATTENDANCE <br />Councilmembers present: Claudia Alvarez, David Benavides, and Sal Tinajero. <br />Staff present: City Manager David Ream, City Attorney Joe Fletcher, Assistant <br />City Attorney Paula Coleman, Police Chief Paul Walters, Fire Chief Phil Garcia, <br />Deputy Chiefs Tony Harrelson and Pete Jensen, Sgts. Marty Shirey and Doyle <br />Smith, PISs Yolanda Pena and Gina Rivera, PCCS Mike McCoy, Mark Lawrence <br />of the City Manager's office, and Janet Chop, Recording Secretary. <br />Public present: Glen and Julie Stroud, and Leah Fraser. <br />SUMMARY OF DISCUSSIONS <br />APPROVAL OF MINUTES <br />Since previous Council members are no longer on the Committee, the <br />Minutes of July 10, 2006 were noted for the record. <br />2. LATINO HEALTH ACCESS' ALCOHOL PRESENTATION <br />Leah Fraser, PhD, Director of Policy for the Latino Health Access <br />reviewed the concerns of the Latino Health Access in regard to off-sale <br />establishments in Santa Ana. She suggested that the City place a <br />moratorium on off-sale stores in over-concentrated areas. <br />PIS Yolanda Pena gave the Police Department ABC License Policy <br />overview. She also covered the history of the City's ABC process and the <br />number of licenses in the City. The Committee requested that she come <br />back to the next meeting with the number of licenses based on census <br />tracts that were noted by the Latino Health Access. <br />3. ANIMAL SERVICES ISSUES <br />Sgt. Marty Shirey reviewed the animal services the City is currently <br />providing. She introduced Sgt. Doyle Smith who reviewed the concepts of <br />new ordinances that are being recommended by the Police Department <br />Animal Services Section. <br />It was the consensus of the Committee to have the recommended <br />Ordinances drafted by the City Attorney's Office. <br />
