Approve the 2008 annual report. <br /> <br />2 . <br /> <br />Approve an appropriation <br />Downtown Santa Ana Business <br />to reimburse funds 407 and <br />and utility costs. <br /> <br />adjustment to allocate funds to the <br />Improvement District budget for 2008 and <br />27 for the holiday lighting decorations <br /> <br />3. Authorize the City Manager and Clerk of the Council to execute the <br />attached agreement in the amount of $136,000 for a one-year term, <br />subject to non substantive changes approved by the City Manager and <br />City Attorney. <br /> <br />COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION ACTION <br /> <br />At its Special Meeting of March 11, 2008, by a vote of 4 -0 (Villasenor <br />absent), the Community Redevelopment and Housing Commission approved the <br />2008 annual report, directed the Deputy City Manager for Development <br />Services to file the Downtown Santa Ana Business Improvement District <br />2008 annual report with the Clerk for City Council approval or <br />modification, and recommended that the City Council approve the 2008 <br />annual report. <br /> <br />DISCUSSION <br /> <br />On February 6, 1984, the City Council adopted Ordinance No. NS-1715 <br />pursuant to Section 36500 et seq of the California Streets and Highways <br />Code, creating a Business Improvement District (BID) in Downtown Santa <br />Ana. The BID allows the businesses to assess themselves in order to <br />raise funds for the promotion and improvement of the Downtown area. The <br />enabling statute calls for an advisory board to make recommendations to <br /> <br />20A-1 <br /> <br />
