Per the BICEP Joint Powers Agreement, the City Council of <br />each member city is to appoint a director and an alternate director to the <br />BICEP Board. The director is usually the city's risk manager. Jeff <br />Stevens, Risk Manager, serves as the City's Director and the alternative <br />director position is currently vacant. Staff recommends that Workers' <br />Compensation Administrator, Carolyn Richard, fill the vacancy and serve as <br />the City's Alternate Director.
