NS-2793 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA REPEALING SECTIONS 2- <br />603, 2-604 and SECTION 2-607 OF ARTICLE IV OF <br />CHAPTER 2 OF THE SANTA ANA MUNICPAL <br />CODE, RELATED TO DISSOLUTION OF THE <br />LIBRARY BOARD OF THE CITY OF SANTA ANA <br />THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES ORDAIN AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, <br />determines and declares as follows: <br />A. The City's budget challenges and the potential impacts on the <br />City's ability to preserve high quality core services to the public has <br />lead the City Council to evaluate the current structure of the City's <br />appointive boards and their cost. <br />B. The City agencies which staff the various boards and commissions <br />have reviewed all costs associated with providing support to the <br />~"" appointive boards including materials and supplies, training and <br />travel, staff time, and member compensation. <br />C. The management of the City Library has been assumed by the <br />Executive Director of Parks and Recreation and the Library shall <br />become a division of the Parks & Recreation Agency. Therefore, <br />function of the Library Board will be assumed by the Board of <br />Recreation and Parks which is equipped to provide, without <br />substantial diminution, the services provided by the Library Board. <br />D. The following actions will preserve valuable community input and <br />participation in city government while contributing to necessary <br />reductions in city expenditures. <br />E. All provisions of the Santa Ana Municipal Code which are repeated <br />herein are repeated solely in order to comply with the provisions of <br />section 418 of the Charter of the City of Santa Ana. Any such <br />restatement of existing provisions of the Code is not intended, nor <br />shall it be interpreted, as constituting a new action or decision of <br />the City Council, but rather such provisions are repeated for <br />tracking purposes only in conformance with the Charter <br />Ordinance No. NS-2793 <br />Page 1 of 3 <br />
