Police Department <br />www.santa-ana.org/pd <br />Item # 16 <br />or City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />June 17, 2025 <br />TOPIC: Santa Ana Family Justice Center Agreement <br />AGENDA TITLE <br />First Amendment to Agreement with Casa De La Familia to Continue Providing Services <br />to the Santa Ana Family Justice Center (General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute the first amendment to the agreement with Casa <br />de la Familia and exercise two one-year renewal options to continue providing an <br />Operations Specialist to the Santa Ana Family Justice Center for the period from July 1, <br />2025 through June 30, 2027, in the amount of $203,671 for an aggregate total amount <br />not to exceed $535,304 (Agreement No. A-2025-XXX). <br />GOVERNMENT CODE §84308 APPLIES: Yes <br />DISCUSSION <br />The Santa Ana Family Justice Center (SAFJC) was founded in 2019. It is a partnership <br />between the Santa Ana Police Department and 17 social services organizations to <br />provide a "one -stop -shop" where survivors of domestic violence, sexual assault, child <br />abuse, human trafficking, and elder abuse can receive the assistance and support they <br />need. The U.S. Department of Justice has recognized the Family Justice Center as a <br />best practice model. <br />The SAFJC operates under the Police Department's Criminal Investigations Commander, <br />who also serves as the director of the center. An Operations Specialist from Casa de la <br />Familia (CDLF) serves to oversee and facilitate the smooth day-to-day operations of the <br />center. The Operations Specialist is also a spokesperson for media requests and <br />collaborates with the National Family Justice Center Alliance on various initiatives. <br />On February 16, 2022, the Police Department issued Request for Proposals (RFP) No. <br />22-022 to select an organization for a new three-year agreement with two one-year <br />renewal options. Only one proposal was received from CDLF in response to the RFP and <br />on June 21, 2022, the City Council approved a three-year agreement with CDLF in the <br />
