<br />voters approved an amendment to the City Charter which established the Code of Ethics and
<br />Conduct for elected officials and members of appointed boards, commissions, and

<br />PUBLIC COMMENTS – Members of the public who wish to address the City Council on
<br />closed session items, items on the regular agenda, or on matters which are not on the
<br />agenda but are within the subject matter jurisdiction of the City Council, may do so by one of
<br />the following ways:

<br />Recommended Action: Authorize the City Manager to execute an agreement with
<br />CDWG for cloudbased email security and cybersecurity awareness training services
<br />for a 39month term. The agreement will commence on or after July 1, 2025, with the
<br />exact start date to be adjusted based on the actual implementation and purchase
<br />order issuance. The agreement end date will be extended accordingly to maintain the
<br />full 39month term, in an annual amount not to exceed $75,306 to accommodate
<br />potential growth in user licenses, for a total nottoexceed amount of $225,918 over
<br />the 39month term (Agreement No. A2025XXX).
<br />13.Agreement with Community SeniorServ, Inc. dba Meals on Wheels Orange County for
<br />the Senior Meals Program (General Fund)

<br />Recommended Action: Authorize the City Manager to execute an agreement with
<br />Community SeniorServ, Inc. dba Meals On Wheels Orange County for the Senior
<br />Meals Program in an amount of $90,300 for base services (Home Delivered Meals
<br />and Lunch Cafe Programs) and $9,700 for additional as needed services, for a total
<br />not to exceed amount of $100,000 for the period July 1, 2025 to June 30, 2026

<br />14.Facilities Use Agreement Amendment with Santa Ana Lawn Bowling Club for the Use
<br />of the Santa Ana West Lawn Bowling Green near Santiago Park

<br />Recommended Action: Authorize the City Manager to execute a Facilities Use
<br />Agreement with Santa Ana Lawn Bowling Club to reflect an annual rate of $3,600

<br />December 20 of each year for a threeyear term beginning July 1, 2025 through June

<br />15.Approve Additional Contingency Funds for the 10th and Flower Street
<br />Improvements with an Estimated Project Delivery Cost of $2,220,898 (Project No. 22

<br />Recommended Action: Approve first amendment to the Caltrans federally procured
<br />agreements with AESCO, Inc., Kleinfelder, Inc., and RMA Group, Inc. for oncall

<br />for a total amount not to exceed $1,700,000, for the remaining term (Agreement Nos.

<br />20.Memorandum of Understanding of the Master Plan of Arterial Highways Amendment
<br />with the Orange County Transportation Authority and the City of Irvine and the Irvine
<br />Business Complex Agreement Amendment

<br />Recommended Action: 1. Approve a memorandum of understanding for the Master
<br />Plan of Arterial Highways Amendment with the Orange County Transportation

<br />21.Construction Contract with R.J. Noble Company for the Bristol Street Rehabilitation
<br />from Santa Clara Avenue to Memory Lane Project (No. 226990 & 256427) (Non
<br />General Fund)
<br />Department(s): Public Works Agency
<br />Recommended Action: 1. Approve the transfer of $513,227 from the Well 32
<br />Improvement Project (No. 136433) construction funds to the Bristol Street
<br />Rehabilitation from Santa Clara Avenue to Memory Lane Project (No. 256427).
<br />2. Approve an amendment to the Fiscal Year 20252026 Capital Improvement
<br />Program to include an additional $513,227 in construction funds for the Bristol Street
<br />Rehabilitation from Santa Clara Avenue to Memory Lane Project (No. 226990 & 25
<br />6427).
<br />3. Approve the Project Cost Analysis for a total estimated construction delivery cost of
<br />$1,153,688, which includes $922,950 for the construction contract, $138,443 for
<br />contract administration, inspection, and testing, and a $92,295 project contingency for
<br />unanticipated or unforeseen work.
<br />4. Award a construction contract to R.J. Noble Company, the lowest responsible
<br />bidder, in accordance with the base bid and bid alternates in the amount of $922,950,
<br />for construction of the Bristol Street Rehabilitation from Santa Clara Avenue to
<br />Memory Lane Project (No. 226990 & 256427), for a term beginning July 1, 2025,
<br />and authorize the City Manager to execute the contract.
<br />5. Determine that, pursuant to the California Environmental Quality Act, the
<br />recommended actions are exempt from further review. Categorical Exemption
