NS-3089 entitled AN ORDINANCE OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA AMENDING CHAPTER 2 OF THE SANTA ANA MUNICIPAL <br /> CODE AS TO SECTION 2-748 SPECIFYING THE PROCUREMENT AND <br /> CONTRACTING PROCEDURE FOR VEHICLE AND VEHICLE RELATED <br /> EQUIPMENT PURCHASES <br /> GOVERNMENT CODE §84308 APPLIES: No <br /> DISCUSSION <br /> At its January 20, 2026, regular meeting, the City Council approved the first reading of <br /> an ordinance amending section 2-748 of Article VII, of Chapter 2 of the Santa Ana <br /> Municipal Code (SAMC) specifying the procurement and contracting procedure for <br /> vehicle and vehicle related equipment purchases by a vote of 7-0. <br /> The ordinance amends section 2-748 of Chapter 2 Administration, to add subsection (d) <br /> Pre-Authorization by City Council for Vehicle Purchases authorizing the City Manager to <br /> bind the City on contracts and purchases issued to successful vendors immediately <br /> following completion of competitive bidding or through justified non-bid purchases within <br /> City Council-approved not-to-exceed amounts. <br />
