Y ` J ll' l 14 '�7 ` SUSCOMMVff#E ON"IGRATON NTgGRRY,.SEf MM. <br /> AHD ENFORCEMENT <br /> January 22, 2026 <br /> The Honorable Valerie Amezcua City of Santa Ana City Councilmembers <br /> Mayor of the City of Santa Ana Santa Ana City Hall <br /> Santa Ana City Hall 20 Civic Center Plaza <br /> 20 Civic Center Plaza Santa Ana, CA 92701 <br /> Santa Ana, CA 92701 <br /> Dear Mayor Amezcua and Santa Ana City Councilmembers, <br /> As the Congressional representative for the City of Santa Ana,I am writing to express my support for a city <br /> resolution in support of establishing an unmanned aerial system(aka"drone")program to enhance safety for <br /> both Santa Ana residents and law enforcement. <br /> Today, drones are being used for many purposes, from assisting in firefighting to saving lives. Drones have <br /> also been used by public safety agencies to investigate traffic collision sites, assist with search and rescue <br /> operations, and provide intelligence in hostage situations, active shooters, and other high-risk scenarios. By <br /> using drones, public safety agencies can better assess a situation before public safety officers arrive, and many <br /> times eliminate the need to use deadly force. Drones can also minimize"high-speed" chases that generally <br /> result in loss of life and/or serious injury. <br /> Drones are a much more cost-effective alternative than traditional aerial vehicles—like helicopters—and <br /> greatly increase response times and department efficiency. Each time a helicopter takes off from a helipad, the <br /> minimum cost is $2,000 per launch,plus other costs. <br /> While drones pose legitimate privacy concerns, crafting good policy will help mitigate, if not eliminate such <br /> concerns. Organizations, like the American Civil Liberties Union, have helped local cities create good"drone <br /> use" guidelines to address privacy concerns. Here in California, the City of Chula Vista has been a national <br /> leader in crafting good public policy that incorporates guardrails to protect civil liberties in drone use policy. <br /> Such safeguards could include limitations on data retention, clearly communicated policies for the public, and <br /> regular audits to ensure oversight. <br /> Thank you for your consideration and I look forward to continuing our partnership for the benefit of our <br /> constituents. <br /> Sincerely, <br /> J.
