ZONING ADMINISTRATOR HEARING <br />• MINUTES <br />August 10, 2010 <br />CONDITIONAL USE PERMIT NO. 2008-32 <br />10:08 a.m. <br />Vince Fregoso, Zoning Administrator, called to order the public hearing in the City Hall <br />Ross Annex Conference Room 2001. <br />Also in attendance were: applicant, Lonnie Moore, owner of The Dolce Group, Adam <br />Palmer, Managing Partner of Geisha House, SAPD Mike McCoy, loft residents Philip <br />Ra, Oneal Carson, Ryan Rivera, Principal Planner Sergio Klotz, Deputy City Attorney <br />Ryan Hodge, and Recording Secretary Martha Ramirez. <br />Phillip Ra submitted a written communication. <br />Sergio Klotz presented the staff report and recommendation. Modification is to allow <br />dancing at the establishment; requested to delete Condition No. 16 from the conditions <br />of approval. Applicant submitted Exhibit 6 showing the dance area at the Geisha House <br />on the first floor. <br />• Public Comments: <br />Mr. Ra indicated he would like to have the letter presented as written. <br />Mr. Fregoso called for a recess at 10:14 a.m. to allow staff to read the letter submitted <br />by Philip Ra. <br />Public hearing reconvened at 10:21 a.m. <br />Lonnie Moore commented on the ancillary income associated by allowing the dancing <br />requirement at the establishment, expressed willingness to cooperate with <br />neighborhood and the community, also indicated that the restaurant was open for lunch <br />and dinner. <br />Adam Palmer referred to Mr. Ra's letter indicated that the Geisha House restaurant <br />caters to the local area. <br />Oneal Carson, loft resident, spoke in support of the Geisha House. <br />Philip Ra, loft resident, voiced concerns with overtlow of public attending the restaurant, <br />noise impacts and public loitering. SAPD McCoy commented on the low number of <br />public complaints regarding noise. Mr. McCoy commented on issues listed in Mr. Ra's <br />• letter such as lunch truck and events held on parking lot are the property owner's <br />responsibility and not the Geisha House Restaurant. <br />
