MINUTES OF THS REOVLAR NEETINO <br />CITY OF SANTA ANA, CALIFORNIA <br />PLANNING COMMISSION <br />OCTOBER 14, 1996 <br /> <br />i~ <br /> <br />The Regular Meeting of the Santa Ana Planning Commission was called to order by <br />Madam Chair Brown at 6:30 p.m. in the City Council Chambers, located at 22 Civic <br />Center Plaza, Room 147, Santa Ana, California. Other Commissioners present <br />included: Nalle, Mondo, and Segura. Also in attendance were: Robyn Uptegraff, <br />Executive Director; Kenneth Adams, Planning Manager; Gary She atz, Deputy City <br />Attorney; Charles View, Senior Planner; Jeffry Rice, Senior Planner; Jamie Watanabe, <br />Assistant Planner II; Kurth Nelson, Intern; Pamela Lucado and Vinh Nguyen, Public <br />Works Agency; Mike McCoy and Yolanda Pena, Police Department; Susan Helper, <br />Community Development; and Sharon McCain-Johnson, Recording Secretary. <br />A <br />8. <br />C. <br />D <br />E <br />F <br />Approval of the Minutes from the Regular Meeting of September 23, 1996. <br />RECOMMENDATION: <br />Approve the Minutes of the Regular Meeting of September 23, 1996. <br />Reconsideration of actions taken at the previous meeting. <br />None. <br />CONDITIONAL USE PERMIT NO. 96-22 <br />(Jamie Watanabe) <br />Filed by LA Cellular to allow a new 61 foot high cellular receiving and <br />transmitting antenna facility located at 2731 North Grand Avenue in the <br />Arterial Commercial (CS) zoning district. <br />Continue Conditional Use Permit No. 96-22 indefinitely. <br />CONDITIONAL USE PERMIT NO. 96-30 {Marta Crane) <br />Filed by Mr. Brian Leighton to upgrade an alcoholic beverage control license <br />from Type 41 to Type 47 in order to sell beer, wine, and distilled spirits at <br />the Boardwalk Cafe located a 416 West Fourth Street in the Downtown <br />Commercial (C3) zoning district. <br />Confirm the action of the Zoning Administrator approving Conditional Use <br />Permit No. 96-30. <br />HISTORICAL PROJECT REVIEW NO. 96-08 (Kurth Nelson) <br />Filed by Denita Harmon to remodel the existing single family residential <br />units and existing detached garage located at 522 - 522 1/2 South Van Ness in <br />the Specific Development 40 zoning district. <br />RECOMMENDATION: <br />Approve Historical Project Review No. 96-08. <br />CONDITIONAL USE PERMIT NO. 96-14 <br />(Jamie Watanabe) <br />Filed by M6. Deborah Burton to allow modification to the conditions of <br />approval allowing the sale of alcoholic beverages and amplified music past <br />12:00 a.m. located at 1615 East Seventeenth Street in the Arterial Commercial <br />(CS) zoning district. <br />RECOMMENDATION: <br />Confirm the action of the Zoning Administrator approving the request to <br />modify the conditions of approval for Conditional Uae Permit No. 96-14 as <br />conditioned and adopt the findings as submitted by staff. <br />*** E N D OF C O N S E N T *** <br />Commissioner Mondo requested Conditional Use Permit No. 96-14 be removed from <br />the Consent Calendar and moved to approve the remaining Consent Calendar <br />items. The motion was seconded by Commissioner Nalle. <br />AYES: Brown, Nalle, Mondo, and Segura <br />NOES: None <br />ABSENT: Oliver, Doughty, and Pedroza <br />Commissioner Mondo asked for further clarification regarding Conditional Use <br />Permit No. 96-14. <br />Mr. Klegal requested that the conditional of approval requiring a security <br />guard be removed. <br />
