Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Conduct public hearing as required by the Federal Transportation Act grant Section 5310 grant <br />application for Seniors On-the-Go program vans. <br />DISCUSSION <br />The City of Santa Ana provides senior citizens with the Seniors On The Go transportation <br />program with services to and from both City Senior Centers. The access that this transportation <br />program provides allows senior citizens to take part in a variety of social activities at the senior <br />centers, enjoy healthy meals, and learn from the educational classes and seminars. Weekly <br />shopping trips to local markets, mini excursions and walking club trips to various locations are <br />also part of the services provided through this program. <br />The City of Santa Ana plans to replace the existing gasoline powered vans with vans that run on <br />a sustainable energy source such as compressed natural gas (CNG). Staff has submitted a <br />Federal Transportation Act Section 5310 grant application to Cal Trans in the amount of <br />$260,000. A requirement of the grant is that the City conduct a public hearing to determine if <br />there are non-profit organizations in the City that are capable of providing similar senior mobility <br />program services to the community. The City program is provided free of charge in an effort to <br />meet the transportation needs of low-income senior citizens. <br />If non-profit agencies are not readily available to carry out the proposed service, then the City of <br />Santa Ana becomes eligible to apply for the funding for the new alternative fuel vehicles. The <br />City Council public hearing will provide an opportunity for local non-profits to demonstrate <br />whether they are readily available to provide transportation service to the Senior Citizen <br />residents in the City of Santa Ana. Readily available is defined as "interested, willing and <br />capable of providing the proposed services at comparable cost to the identified clientele, in the <br />same service area, with the same hours of frequency and at the same level of service". <br />75C-1
