ZONING ADMINISTRATOR HEARING <br />MINUTES <br />APRIL 17, 2013 <br />CONDITIONAL USE PERMIT NO. 2012 -28 <br />10:45 a.m. <br />Mr. Sergio Klotz, Zoning Administrator, called to order the public hearing in the City Hall Ross <br />Annex Conference Room 2001. <br />Also in attendance were: Maher Hawara, Edward A. Barhi, Zaher Hawara and Rick A. Blake, <br />La Plaza Market; David Lopez and Maria Sandoval, Neighborhood Residents; Vince Fregoso, <br />Principal Planner; Mike McCoy, Police Department; Ryan Hodge, City Attorney; and Jocelyn <br />Magalona, Recording Secretary. <br />There were no written communications. <br />Mr. Fregoso provided an update and confirmed the existence of a church within 1,000 feet of <br />the market which creates an overconcentration issue near a sensitive land use and therefore <br />recommended denial. Mr. Fregoso also mentioned the location of a Community Center <br />nearby. <br />Mr. Lopez provided pictures of the church and the project site. <br />Ms. Sandoval stated the Community Center also holds church services and is supportive of the <br />denial. <br />Mr. Blake stated the church building is not in operation and noted it held one night of bible <br />study.
